OVERVIEW OF CHANGES
ENTIRE MANUAL
- Change all references from DHSSDepartment of Health and Social Services to DOHDepartment of Health, including any email addresses and websites
MS 100-3 I GUARDIANSHIP AND CONSERVATORSHIP
- Added new subsection regarding communication with an individual who has a full legal guardianship or conservatorship
MS 100-4 I CIVIL RIGHTS ASSURANCE
- Added new Civil Rights Assurance subsection to ensure that DOH and its agencies providing assistance to families do not discriminate against race, color, national origin, disability, age, sex (including pregnancy, sexual orientation, and gender identity), or religion
MS 100-6 A LIMITED ENGLISH PROFICIENCY (LEP)
- Clarified that use of minor, friend, or family member as interpreter are only used on emergency basis
MS 101-1 DEFINITIONS
- Removed reference to request for service since no longer used
MS 101-4 RECEIPT OF AN IDENTIFIABLE APPLICATION
- Updated to include that Acknowledgment of Understanding is also part of the GEN 72 and it must be initialed to be considered identifiable
MS 103-2 IDENTIFIABLE APPLICATIONS
- Removed reference to request for service since no longer used
MS 103-3 C CASE NUMBERING RULES FOR DPA PROGRAMS
- Updated case numbering for Waiver Medicaid with other programs
MS 103-3 D CASE NUMBERING AT A GLANCE
- Updated case numbering for Waiver Medicaid with other programs
MS 104-2 (5) RECERTIFICATION AND REVIEW
- Removed reference to request for service since no longer used
MS 104-5 C ALERT MANAGEMENT
- Updated the required action on case table instructions for two different EIS generated alerts
MS 106-5 INSTANT ELIGIBILITY VERIFICATION (IEVS)
- Clarified that IEVS is used for minor children to obtain SAVE verification for alien status and PFD verification
MS 108-4 HOW EIS NOTICES WORK
- Removed reference to request for service since no longer used
MS 109-3 DOCUMENTING SENSITIVE INFORMATION
- Removed reference to 6-part folder for confidential information since no longer used
- Revised section to clarify that the confidential indicator in ILINX is used when documenting sensitive information
MS 109-10 CASE MANAGERS USE OF CANO
- Clarified document verification from a case manager
MS 111-5 E RECOUPMENTS, REPAYMENT, AND ALLOTMENT REDUCTIONS
- Reduced the timeline for benefit expungement from 12 months to 9 months for clients who have not used their SNAP benefits
MS 112-4 B CATEGORICALLY INELIGIBLE HOUSEHOLDS
- Updated actions taken by Fraud Unit on Out of State EBT Transactions
MS 115-9 DISABILITY DETERMINATION SERVICE
- Revised section to remove reference to requiring blank MED 2 forms as this violates HIPAA. We should be asking for completed MED 2 forms for each provider, school, and school district
MS 117-4 A SCHEDULING THE PRE-HEARING CONFERENCE
- Clarified that pre-hearing notice must be sent to the client if they cannot be contacted for a pre-hearing conference
MS 121-14 STOP PAYMENT AND FORGERY PROCEDURES
- Revised payment processing procedure to include BIRU unit
MS 121-14 A STOP PAY PROCEDURES
- Updated information on the Stop Payment Request form
MS 121-14 B FORGERY PROCEDURES
- Revised payment processing procedure to include BIRU unit
MS 121-15 RETURNED WARRANTS / CHECKS
- Updated return warrants/checks procedure

- Updated procedure for canceling outstanding payments
MS 122-15 QUEST CARDHOLDER SUPPORT
- Updated name of Customer Service Support to FIS
- Updated new link where AK Quest cardholders can obtain information about their EBT account(s) and set up information
MS 122-15 A ACCESSING ACCOUNT INFORMATION WITH EBT ACCOUNT
- Updated EBT account access information to include that cardholders can locate "All Point" Surcharge-fee ATMs on the DPA Quest card page
- Removed information on bilingual service since not available through FIS
MS 122-15 B SUBSCRIBING TO DEPOSIT NOTIFICATIONS
- Removed section about cardholders subscribing to deposit notification since this option is no longer available
MS 122-15 C PAYING BILLS ONLINE
- Removed section about cardholders viewing online history payment since not available through FIS
MS 122-15 D GETTING CARDHOLDER SUPPORT
- Updated Customer Service support center for cardholders
- Renumbered the section from subsection D to subsection B
MS 126-2 A APPLICATION PROCESS
- Removed reference to request for service since no longer used
