This broadcast is to remind all staff of the Treatment of Emergency Medical Conditions of Aliens Medicaid eligibility category. This policy is contained in Medical Assistance Eligibility Manual section 5011-9.
It has come to our attention that there may be aliens, health care facilities, and new DPA clerical and eligibility staff that are unaware of this coverage. Under no circumstance, should an individual be turned away or discouraged from submitting an application for medical assistance based on immigration status. In addition, staff should keep in mind that labor and delivery is considered an emergency under this category.
In our effort to improve outreach to aliens who may have a future need, we ask workers to inform aliens of this emergency alien category whenever an application for Medicaid or Denali KidCare is denied due to the five-year bar.
