MANUAL: Work Services Procedure Manual

We are making several changes to clarify existing policy as a result of suggestions from the Field and Work Services providers.

OVERVIEW OF CHANGES
MS 1001-2 EMPLOYABILITY ASSESSMENT
- Clarified that both new and returning clients need to complete the Employment Planning Interview, including the TA 5
MS 1001-3 INITIAL EMPLOYMENT PLANNING INTERVIEW INSTRUCTIONS
- Changed title of subsection from "Initial Employment Planning Interview" to "Initial Employment Planning Interview Instructions" for clarity
- Removed previous information about the Initial Employment Planning Interview (EPI) and replaced with detailed instructions
- Renumbered section accordingly
MS 1003-3 C (2) SSI / SSDI
- Clarified documentation requirements for activity hours related to SSI / SSDI activities
MS 1003-6 PERFORMANCE CONFIRMATION
- Clarified when and how long a Work Services provider must follow performance confirmation protocols as a result of a Work Services Quality Review (WSQR)
MS 1004-1 WHEN TO PROVIDE SUPPORTIVE SERVICES
- Clarified that there are spending limits for certain categories (i.e., medical/dental/relocation)
- Revised NOTE to clarify when Supportive Services can be offered during the Post-TA period
MS 1007-4 GOOD CAUSE OR AN EXEMPTION IS ESTABLISHED
- Removed old guidance instructing the case manager to apply a baby exemption if the client qualifies rather than applying a penalty for non-compliance as this policy no longer applies
MS 1013 WORK SERVICES CASE MANAGEMENT IN POST-TA
- Added link to WSPM 1004-1 that clarifies Post-TA eligibility when a child ages out, makes a permanent move, custody change, or out-of-state move
MS 1018-5 MANAGEMENT OF CASE TRANSFERS
- Clarified the process for change of address or community expectations as it relates to client relocation
MS 1018-6 GRIEVANCE PROCEDURE
- Extended the deadline for submission of Grievances from 10 days to 15 days to give WS providers more time to evaluate potential grievances
ENTIRE MANUAL
- Removed all references to Program Service Aide's (PSA's) throughout the manual as this aspect of Job Development is not currently being used
