MANUAL: MAGIModified Adjusted Gross Income Medicaid program

This year Social Security announced a 5.9% COLACost of Living Allowance increase that effects the Parent/Caretaker Relative and Under 21 Medicaid categories starting in January of 2022. We have also made several changes to clarify existing policy as a result of policy questions or suggestions from the field. An overview of the changes are listed below.

OVERVIEW OF CHANGES
806 Application Process
- Clarified that telephonically recorded application signatures are accepted through the Virtual Call Center (VCC)
- Revised note to clarify that for paper applications, the signature must either be telephonically recorded by a caseworker through the VCCVirtual Contact Center or a "wet signature"
806-3 Renewal Requirements
- Added link to MS 806 regarding accepting a telephonic application and telephonically recorded application signature
808 US Citizenship and Eligible Alien Status
- Added COFACompact of Free Association Migrants as a group eligible for Medicaid benefits
808-5(B) Non-Immigrants
- Clarified that although a COFACompact of Free Association migrant is exempt from the five-year waiting period, if their status changes to a qualified alien as outlined in MS 808-2, the five-year waiting period will apply unless they meet an exemption listed in MS 808-4(D)
810 Social Security Enumeration
- Added link to new addendum 7 for the notice template when they must request an SSNSocial Security Number from the SSASocial Security Administration
818 MAGI Medicaid Income
- Revised note to clarify that when using non-filer rules, a child's income is excluded unless it is above the tax filing threshold
823-1(B) Other Electronic Data Sources
- Added note referring caseworkers to Admin MS 106-5 for additional information regarding IEVSInstant Eligibility Verification System and which data sources are considered "verified upon receipt"
823-1(C) Secondary Sources of Verification
- Removed subsection as APPRISS and PARISPublic Assistance Reporting Information System are now available in IEVSInstant Eligibility Verification System
833(C) Hospital Presumptive Eligibility Subtypes
- Added revised MIBWMedical Insurance Budget Worksheet Subtype Worksheet to include the Parent/Caretaker Relative and Under 21 standards as of January 2022
Addendum 1 MAGIModified Adjusted Gross Income Medicaid Income Standards
- Updated the Parent and Caretaker Relatives and Under 21 standards due to the 5.9% COLACost of Living Allowance increase
Addendum 2 MAGIModified Adjusted Gross Income Medicaid Subtypes
- Removed Medicaid Subtype of "EO" (Eligible for FM if not Institutionalized) as this is no longer valid
- For the Medicaid Subtypes of AL and EI, revised terminology to "ineligible non-immigrant" due to COFACompact of Free Association Migrants
Addendum 7 Social Security Enumeration Request Letter Template
- Added a new addendum for the social security enumeration request letter template
