DPA will renew MAGI Medicaid eligibility every twelve months. ARIES will attempt to determine continued eligibility using electronic data 60 days before the end of the certification period.
If continued eligibility can be determined, ARIES will authorize a new certification period and send an automated renewal approval notice. The automated renewal approval notice provides a summary of the information used to determine continued eligibility and advises the household to contact DPA within 10 days if any of the information is not correct.
If continued eligibility cannot be determined, a pre-populated renewal form is mailed 45 days before the end of the certification period.
The pre-populated renewal allows the recipient to change information that is no longer correct or add new information. If there are no changes, the individual may sign and return the statement of truth page only. Each signature page has a unique identifier to indicate they have agreed to the information on the pre-populated form. If the renewal or signature page is not returned, the case must be closed with 10 days' notice of adverse action.
A new certification period may be established if a change is reported that affects eligibility (such as the addition of a new household member) and a full redetermination is completed.
DPA must make an eligibility decision and mail written notice within 45 days from the date a renewal was received.
The new 12-month certification period begins the first month after the renewal is processed and all interfaces are checked.
Medicaid may end before the end of the certification period if a change is reported that affects the household's eligibility.
A MAGI Medicaid case will close with 10 days' notice of adverse action because of one of the following reasons:
1) The renewal was received by DPA but further information was needed to redetermine eligibility. The household was given notice to submit the needed information but did not respond timely.
2) A renewal form was not received and eligibility could not be redetermined using electronic information.
If the Medicaid case cannot be renewed and closes with 10 days' notice of adverse action, the household has 90 days to submit the requested information. If the household is eligible, the case is reopened. A new application is not required and there is no break in service.
Example 1: Renewal received; MAGI Medicaid closed
Morgan's certification period for Expansion Group Medicaid ends 08/30/23. She turns in her pre-populated renewal on 08/24/23. DPA processes the renewal on 09/03/23 and Morgan is over income for Medicaid. As DPA must give 10 days' notice of adverse action, a closure notice is sent and Morgan's Medicaid ends on 09/30/23.
Example 2: Renewal not received; MAGI Medicaid closed
Bobby is 19-years-old and receiving Under 21 Medicaid. He is working part-time at Wally World and taking a few college courses. He is busy and forgets to submit his pre-populated renewal form for his certification period ending 08/31/2023.The MAGI case closes with 10 days' notice of adverse action.
In October, Bobby submits a renewal with verification of income attached. Bobby is still within the MAGI income standards and the case is reopened back to 09/01/2023. A new application is not required.
Example 3: Verification received after case closure
A household is receiving MAGI Medicaid coverage for their child (mom and dad were previously determined to be over income for MAGI Medicaid for themselves). The household submits a pre-populated renewal form on 8/03/23. It reports that Dad started a new job.
The renewal is pended on 8/04/23 for income verification as the caseworker was not able to verify the new income. The verification was not received by the 8/17/23 due date and the coverage for the child is ended on 8/30/23 as August is the last month of the previously approved CEP .
On 10/08/23, DPA receives the verification of income. The child’s case is reopened back to 9/01/23 because the case has been closed less than 90 days. A new application is not required.
