SUBJECT:     Temporary Assistance Manual Change #2

 

Over the last three years, as we have helped hundreds of families go to work, we have become more and more aware of the need to provide continuing supports for families transitioning into employment.  As part of our efforts to provide these supports, we provide ongoing case management and supportive services to families that leave Temporary Assistance and choose to rely on earned income.  

 

Previously, Temporary Assistance policy allowed us to authorize employment-related supportive services for three months after the Temporary Assistance case closes.  The new policy provides six months of extended case management and supportive services.  These services and supports are only available to families in which an adult member is employed at the time their case closes.

 

This is intended to be a low-impact change.  We want to provide these services on an as-needed basis in order to help former clients remain employed and off of Temporary Assistance.  We will continue to refine this policy and develop the capacity to effectively deliver these services to the families that need them.

 

In addition to the change above, this manual change also updates policy on shared custody arrangements, Social Security enumeration, and the self-employment annualization standards.  It also incorporates several clarifications into the manual, as detailed below.

Section 711-6 The Home

Provides policy for determining if a child meets the requirement of "living with a caretaker relative".

Adds policy guiding decisions in shared custody situations.

 

Section 713-7, Treatment of an Ineligible Alien's Resources and Income

States the income and resources of an ineligible alien parent are totally available to the children.

Clarifies that ineligible alien parents are allowed the work incentive deductions when calculating the amount of income available to the family.

 

Section 718-1, Social Security Enumeration Requirements

Gives policy for accepting and processing applications for replacement Social Security cards using the SS#5 Removes all policy for accepting SS#5s.  

Effective June 1, 2000, clients applying for a SSNSocial Security Number must be referred to the Social Security office.   DPA staff can no longer accept Applications for Social Security Numbers.

 

Section 730-4, Hours of Participation

Directs staff to count travel time in calculating actual hours of participation in employment or a work activity

Incorporates policy disallowing travel time in the computation of participation hours.

 

Section 740-1, PASSParents Achieving Self-Sufficiency II Child Care

Details eligibility and administrative policy for the PASSParents Achieving Self-Sufficiency II program based on the former Transitional Child Care Program.

Provides updated information about the PASSParents Achieving Self-Sufficiency II program administered by the Department of Education and Early Development.

 

Section 740-3, Extended Case Management

Provides policy for extending supportive services and PASSParents Achieving Self-Sufficiency I child care to families which are no longer receiving Temporary Assistance.

Adds policy to provide extended case management and supportive services.

 

Section 751-4, Relative Responsibility to Children

Specifies that the resources and income of a parent are totally available to a dependent child who lives with the parent.

Clarifies that the resources of a parent are not considered available to a minor parent who lives with their parent.

 

Section 753-1, The Home in Which the Family Resides

Exempts the family's home, and the land on which the home is located, from the determination of resource eligibility

Adds policy to continue the exemption of a family's residence while the family is temporarily absent from the home.

 

Section 759-6, Self-Employment Income Annualization Standards

Provides the standards for annualizing self-employment income.

Updates the standards to the amounts effective April 1, 2000.

 

Section 760-1, Who is Entitled to Work Incentive Deductions

States work incentive deductions are allowed to individuals who are mandatory filing unit members but who are excluded because they fail an eligibility requirement.

Adds the example of MFUMandatory Filing Unit members who are excluded because they are not qualified aliens.

 

Chapter 761, Excess Averaging

Defines retroactive payments for the Social Security Administration as lump sums subject to excess averaging.

Clarifies that retroactive Social Security payments to a Supplemental Security Income ( SSI ) recipient are not subject to excess averaging.
