MANUAL: Alaska Temporary Assistance Program

The Alaska Temporary Assistance Program (ATAP) heating and non-heating utility standards change effective October 2021. The Eligibility Information System (EIS) will automatically apply these new standards when determining eligibility and benefit amounts beginning October 2021.

OVERVIEW OF CHANGES
MS 705-4 B INFORMATION FROM DATA SYSTEMS AND EISEligibility Information System INTERFACES
- Removed INGENSPublic Information Database as this is no longer a valid interface now that IEVSInstant Eligibility Verification System is available.
- Clarified that IEVSInstant Eligibility Verification System must be checked at application, recertification, and when an adult is being added to a case.
MS 710-3 DISQUALIFYING CONDITIONS
- Clarified that an individual must meet one of the qualifying conditions for each drug felony conviction.
- Added examples of acceptable verification, including the Felony Verification form (GEN 157).
MS 712-3 C VERIFYING PARENTAL RELATIONSHIP FOR CHILDREN BORN IN ANOTHER STATE
- Added HAVRHealth Analytics and Vital Records Paternity Specialist contact information since DPADivision of Public Assistance is unable to provide clients with HAVRHealth Analytics and Vital Records's Affidavit of Paternity form and the form is not readily available online.
MS 712-3 D THE HEALTH AND ANALYTICS AND VITAL RECORDS "AFFIDAVIT OF PATERNITY"
- Added HAVRHealth Analytics and Vital Records Paternity Specialist contact information since DPADivision of Public Assistance is unable to provide clients with HAVRHealth Analytics and Vital Records's Affidavit of Paternity form and the form is not readily available online.
- Updated how to distribute original copies of the affidavit of paternity form to align with field processes.
MS 717-6 A APPLICATION MATERIALS TO CSSDChild Support Services Division

- Updated the "Exempt Alaska Native Villages" list based on the 2021 DOLDepartment of Labor and Workforce Development survey results.
ADDENDUM 2 ATAPAlaska Temporary Assistance Program INCOME AND PAYMENT STANDARDS
- Updated the heating and non-heating utility standards for FFYFederal Fiscal Year 2022.
