717-6 PROCEDURES FOR EXCHANGING INFORMATION
717-6 A. APPLICATION MATERIALS TO CSSDChild Support Services Division
When ATAPAlaska Temporary Assistance Program eligibility is determined and a new case opened, the following documents must be sent to CSSDChild Support Services Division via email dor.css.dpa.birth.cert@alaska.gov within two working days unless the applicant has claimed good cause.
- Birth Certificates: A copy of an original certificate for each child born out-of-state.
Note:
If a birth certificate for a child born out-of-state is received by the division after an email has been sent to CSSDChild Support Services Division, the caseworker should forward a copy of the birth certificate to CSSDChild Support Services Division at that time.
- Paternity affidavits: A completed copy of a Health Analytics & Vital Records "Affidavit of Paternity" form (05-5376 VS form 16) or a completed DPADivision of Public Assistance Statement of Relationship (GEN 7), if either of these forms have been completed to establish relationship.
Clients must request the Affidavit of Paternity form (06-5376 VS form 16) directly from the Health Analytics & Vital Records' Paternity Specialist by calling 907-465-3391.
- Divorce decrees or support orders: A copy of each divorce decree and child support order, if these have been provided by the parent or caretaker relative.
Note:
These documents are not required as a condition of eligibility. However, providing them at the time of application or interview may help to expedite enforcement. The applicant should be encouraged to provide these documents whenever possible, so they can be included in the email of documents sent to CSSDChild Support Services Division.
- Discovery of in-kind support or child support payments: Any time the caseworker discovers or has reason to suspect a recipient is receiving in-kind support or child support payments directly from the noncustodial parent, they must notify CSSDChild Support Services Division of the situation via email. This information must include the dollar amount of any support paid by, or on behalf of, the noncustodial parent and the amount disregarded under the $50 child support pass-through provision. This includes any payments received by an out-of-state child support agency.
717-6 B. OPEN CASE INFORMATION FROM DPADivision of Public Assistance TO CSSDChild Support Services Division
In addition to normal data system exchange of information, the caseworker must inform CSSDChild Support Services Division of the following information via email to dor.cssd.dpa@alaska.gov:
- Receipt of divorce decrees and court orders: Forward a copy of the decree or order to CSSDChild Support Services Division with the ATAPAlaska Temporary Assistance Program case name and number identified on the document.
- Discovery of in-kind support or child support payments: Any time the caseworker discovers or has reason to suspect a recipient is receiving in-kind support or child support payments directly from the noncustodial parent, they must notify CSSDChild Support Services Division of the situation via email. This information must include the dollar amount of any support paid by, or on behalf of, the noncustodial parent and the amount disregarded under the $50 child support pass-through provision. This includes any payments received by an out-of-state child support agency.
Note:
CSSDChild Support Services Division may correctly disburse payments to a recipient for child support arrearages collected for months when ATAPAlaska Temporary Assistance Program benefits were not received.
- Cooperation statements and good cause decisions: When good cause is allowed after the eligibility determination has been completed and benefits approved, the caseworker must notify CSSDChild Support Services Division of the good cause decision by sending an email to cssdgoodcause@alaska.gov.
When a parent or caretaker relative decides to cooperate and completes the necessary CSSDChild Support Services Division forms, forward them to CSSDChild Support Services Division via email.
717-6 C. INFORMATION FROM CSSDChild Support Services Division TO DPADivision of Public Assistance
CSSDChild Support Services Division provides DPADivision of Public Assistance with the following types of information:
- Report of a child support collection/distribution. This computer-generated alert may require a new ATAPAlaska Temporary Assistance Program income determination;
- Notice of noncooperation;
- Notice that the caretaker has cooperated;
- Request to review good cause decisions;
- ATAPAlaska Temporary Assistance Program eligibility information, if it differs from DPADivision of Public Assistance's case file; and
- Requests for case information not captured by the data system.
The caseworker must act on each CSSDChild Support Services Division report of change within 10 days.
