790-8          PERIODIC REVIEWS

 

A full redetermination of eligibility must be completed at least once a year. A review period is assigned at the initial application and at each review submission.

 

The length of the assigned review period and the decision to require an interview more frequently than every 12 months is determined by the stability of the family's situation, and the family's history of providing complete and timely reports of change. The caseworker should also consider out goal of minimizing the paperwork and administrative burden on the families we serve, and on the agency.

 

This review is not considered a reapplication for ATAPAlaska Temporary Assistance Program. The family remains eligible for benefits until the division determines either that the family is no longer eligible, or that ongoing eligibility cannot be determined. Action to close a case requires timely (10-day) notice of adverse action.

 

When a new or review application (GEN 50CApplication for Services or GEN 72Eligibility Review Form) is received for other DPADivision of Public Assistance programs, prior to the ATAPAlaska Temporary Assistance Program established date for review, the new or review application should not be used to establish a new certification period for ATAPAlaska Temporary Assistance Program benefits. See MS 790-3 for additional information regarding acting on reported changes.

790-8 A.      REVIEW PERIOD LENGTH

 

Reviews are usually scheduled to occur every 12 months, although special circumstances may warrant a different review period.

 

This review period may be set longer or shorter to coincide with anticipated changes in the family's situation, such as the beginning or end of the family's SNAPSupplemental Nutrition Assistance Program certification period, seasonal employment, or changes in a parent's incapacity status.

 

Cases with few anticipated changes may be assigned longer review periods. For example, Child Only cases in which the child has no resources or income would normally be assigned the maximum review period of 12 months. A longer review period might also be assigned to cases in which the adult is actively engaged in a longer-term FSSPFamily Self-Sufficiency Plan, such as vocational training or working with DVRDivision of Vocational Rehabilitation.

 

Example:

A household is receiving ATAPAlaska Temporary Assistance Program and SNAPSupplemental Nutrition Assistance Program benefits. The ATAPAlaska Temporary Assistance Program is authorized through September, but a SNAPSupplemental Nutrition Assistance Program recertification is due in March. When the household submits the SNAPSupplemental Nutrition Assistance Program recertification, the GEN 72Eligibility Review Form should not be used to redetermine eligibility for ATAPAlaska Temporary Assistance Program unless ATAPAlaska Temporary Assistance Program is marked on the GEN 72Eligibility Review Form.

 

790-8 B.      NOTICE OF END OF REVIEW PERIOD

 

EISEligibility Information System will automatically send notice X040, Temporary Assistance Review Due, approximately 45 days before the end of the review period. The review form will be due by the 5th of the last month of the review period. EISEligibility Information System will automatically send a case closure notice, X041, to families that do not submit the review form by the 15th of the month the review is due.

 

If the case is not in the current system month, the caseworker must send the Reviews Due (W040) and Review Not Received (W041) notices.

 

790-8 C.      INTERVIEWS

 

The caseworker may conduct an interview as part of the review process. This interview may be conducted face-to-face, by phone, or by mail.

 

Interviews must be conducted at least once every 12 months. If the household participates in SNAPSupplemental Nutrition Assistance Program, the ATAPAlaska Temporary Assistance Program interview should be adjusted to align with the SNAPSupplemental Nutrition Assistance Program interview period.

 

790-8 D.      LATE SUBMISSION OF REVIEW FORM

 

If the parent or caretaker does not submit the review form by the end of the last month of the review period, their TATemporary Assistance case will automatically close.

 

If the parent or caretaker submits the review form in the month following the end of the review period, register the review form as a new application. Benefits are prorated from the date the review form is received in the district office.

 

A new interview, GEN 50CApplication for Services, and GEN 53Child Support Information Form are required if it has been more than 30 days since the last day of a recertification period.

 

Note:

An interview does not need to be completed if a household submits their recertification after the end of the certification period but within the following month and they are not due for their annual interview.
