790-8 PERIODIC REVIEWS
A full redetermination of eligibility must be completed at least once a year. At the initial application and at each review, a review period is assigned, based on the probability of change in the family's circumstances.
The length of the review period and the decision as to whether an interview is needed during a given review is determined by the stability of the family's situation, and the family's history of providing complete and timely reports of change. The caseworker should also consider our goal of minimizing the paperwork and administrative burden on the families we serve, and on the agency.
This review is not considered a reapplication for Temporary Assistance. The family remains eligible for benefits until the division determines either that the family is no longer eligible, or that ongoing eligibility cannot be determined. Action to close a case requires timely (10-day) notice of adverse action.
Reviews are usually scheduled to occur every 6 or 12 months, although special circumstances may warrant a different review period.
Most families will be reviewed every 6 months. This review period may be set longer or shorter to coincide with anticipated changes in the family’s situation, such as the beginning or end of seasonal employment or changes in a parent's incapacity status.
Cases with few anticipated changes may be assigned longer review periods. For example, Child Only cases in which the child has no resources or income would normally be assigned the maximum review period of 12 months. A longer review period might also be assigned to cases in which the adult is actively engaged in a longer-term Family Self-Sufficiency Plan, such as vocational training or working with DVR.
Note:
When a new or review application (GEN 50B or GEN 72) is received from a family, this application must be used to establish a new review / recertification period for all open programs if the family is eligible.
Example:
A family is receiving Food Stamps and ATAP. A Food Stamp recertification is due in 3/10 but the ATAP is authorized through 9/10. When the family submits the Food Stamp recertification, the GEN 72 must also be used to re-determine eligibility for the ATAP case, even if the family did not mark the ATAP program on the recertification form.
790-8 B. NOTICE OF END OF REVIEW PERIOD
EIS will automatically send notice X040, Temporary Assistance Review Due, approximately 45 days before the end of the review period. The review form will be due by the 5th of the last month of the review period. EIS will automatically send a case closure notice, X041, to families that do not submit the review form by the 15th of the month the review is due.
If the case is not in the current system month, the caseworker must send the Review Due (W040) and Review Not Received (W041) notices.
The caseworker may conduct an interview as part of the review process. This interview may be conducted face-to-face, by phone, or by mail.
Interviews will normally be conducted once every 12 months. Interviews may be conducted more frequently, based on the same considerations that are used to establish the length of the review period.
790-8 D. LATE SUBMISSION OF REVIEW FORM
If the parent or caretaker does not submit the review form by the end of the last month of the review period, their Temporary Assistance case will automatically close.
If the parent or caretaker submits the review form in the month following the end of the review period, register the review form as a new application. Benefits are prorated from the date the review form is received in the district office.
A new 1603 is required if it has been more than 30 days since the last day of a recertification period.
