711-3          DEFINITIONS

711-3 A.      DEPENDENT CHILD

A Dependent Child is a child who is:

  1. Under 18 years of age, OR
  2. Age 18 and enrolled full-time in a high school, GEDGeneral Equivalency Diploma program, or an equivalent level of vocational or technical training, AND
  3. Not an ATAPAlaska Temporary Assistance Program applicant themselves.

711-3 B.      PARENT

A Parent is anyone of any age who is the natural or adoptive mother or father of the dependent child as defined in ATAPAlaska Temporary Assistance Program MS 711-3. Thus, it is possible to have a parent who may also be a dependent child themselves.

In two-parent cases, both natural or adoptive parents must be included in the filing unit, even if they are not married, unless one of the parents is excluded for a reason stated in ATAPAlaska Temporary Assistance Program MS 711-4.

Note:

A natural parent will ALWAYS be a mandatory household member to a dependent child when living at the same residence, even if their legal and financial relationship to said child has been severed through an adoption.

This means if a dependent child's adoptive parent allows the natural parent to live in the home, the adoptive parent is no longer eligible to receive ATAPAlaska Temporary Assistance Program on behalf of the adopted child.

711-3 C.      BROTHERS AND SISTERS

Brothers and sisters are blood-related or adoptive siblings. This includes half-brothers and half-sisters, but excludes stepbrothers and stepsisters.
