711-2          MANDATORY FILING UNIT (MFUMandatory Filing Unit):  WHO MUST BE INCLUDED IN THE ASSISTANCE UNIT

The following individuals, if they live in the same household, must be included in the assistance unit, unless they are excluded for one of the reasons listed in ATAPAlaska Temporary Assistance Program MSManual Section 711-4 or ATAPAlaska Temporary Assistance Program MSManual Section 750-2.  They must also have their resources and income counted in determining eligibility and the amount of the grant:

  1. The dependent child;

  1. The brothers and sisters of the dependent child(ren) who are themselves dependent children;

Note:

Brothers and sisters include half-siblings but exclude step-siblings.

  1. The parent(s) of the dependent child, even if a parent is temporarily living away from the home for a reason such as employment, seeking employment, military duty, or another planned temporary absence.  See TATemporary Assistance MSManual Section 711-7 B, Allowable Absences.

Note:

A natural parent will ALWAYS be a mandatory household member to a dependent child when living at the same residence, even if their legal and financial relationship to said child has been severed through an adoption.

This means if a dependent child's adoptive parent allows the natural parent to live in the home, the adoptive parent is no longer eligible to receive ATAPAlaska Temporary Assistance Program on behalf of the adopted child.

Note:

An individual living outside a correctional facility serving a period of temporary commitment by electronic monitoring is not considered incarcerated in a penal institution.
