MANUAL:  Aged, Disabled and Long Term Care Medicaid Eligibility Manual

DATE:  August 31, 2012   

This manual change consists of several small technical changes or clarifications as a result of suggestions from the field.

OVERVIEW OF CHANGES

MS 506 B  Medicare Enrollment

• Adds a note that it is not necessary to delay Medicaid benefits while applicant applies for Medicare part B.

MS 506 L  Medicare-In Problems

• Corrects the email address for the TPLThird Party Liability Unit.

MS 506 O  SSA Offices

• Adds a back up fax number for the Anchorage SSA office.

MS 515 A  TEFRA Case Processing

• Corrects the email address for Qualis Health.

MS 528 G (2) Trust Changes

• Adds clarification to note that says we do not have to obtain a copy of the changed trust document unless the original trust document does not have a provision for making changes.

MS 533 B  Dual Eligibility

• Adds the email address for Qualis Health.

MS 554 A  Definitions of Terms Related to Transfer Policy

• Revises definition of "Fair Market Value" to align with APAAdult Public Assistance MS 433-1 (A)

• Adds definition of "Community Spouse"

MS 554 K  Annuities

• Adds a note that caseworkers need to email the TPL unit whenever an annuity is approved for a case and the State of Alaska is the beneficiary.

MS 560 B  HCB Waiver Types

• Clarifies that an individual aged 21-64 must be developmentally and physically disabled in order to qualify for an APDD waiver.

• Clarifies the ODA waiver is for individuals over 21 who are disabled and require long-term level of care or who are over 65 and require long-term level of care.

MS 561  EIS HCB Waiver Codes

• Updates tables in sections F, G and H to change "Older and Disabled Adult" to "Older or Disabled Adult."

MS 561-I FASD Waiver

• Adds language to say "Medicaid only cases using APAAdult Public Assistance Income Need Standards require use of the ST Subtype even though the recipient is not actually receiving APAAdult Public Assistance".

MS 562 D  Processing HCB Waiver Cases for a Disabled Child at Home (TEFRA)

• Adds the email address for Qualis Health.

MS 570 A Definitions

• Revises definition of Community Spouse to align with definition in 553-A.

MS 570-E (6) Allowable Deductions for Cost of Care Determinations (Home Maintenance Allowance)

• Clarifies the home maintenance allowance starts the month after admission since there is no cost of care in the month of admission.
