MANUAL:  MAGIModified Adjusted Gross Income Medicaid program

DATE: April 2, 2018

We are making several changes to clarify existing policy as a result of policy questions or suggestions from the field. We have also updated the income standards for the MAGIModified Adjusted Gross Income Medicaid categories that have income standards based on the Federal Poverty Guidelines (FPG), as well as the 2017 tax filing threshold for tax dependents.

Highlights of the further policy changes are described below.

OVERVIEW OF CHANGES

802-1 Adequate Notice

• Clarified that a written and signed statement is required for case closure in the month requested after the date of adverse action.

817-1 Construct a MAGIModified Adjusted Gross Income Household for Each Individual

• Added link to the definition for "Dependent Child" from MAGI MS 816-1.

818 MAGIModified Adjusted Gross Income Medicaid Income

• Updated the Note for the 2017 tax filing threshold for tax dependents.

819 B Unearned Income

• Removed bullet under 819 B regarding cash gifts due to an accidental holdover from the Family Medicaid Manual.

820 C Common Terms and Definitions

• Removed the "cash gift" description from irregular income, as this was an accidental holdover from the Family Medicaid Manual.

• Added "Crowdfunding" definition.

820-5 Irregular Income

• Removed the "cash gift" description from irregular income, as this was an accidental holdover from the Family Medicaid Manual.

823 B  Client statement is acceptable for the following factors if not questionable

• Added Crowdfunding to the list.

823-1 Sources of Electronic Verification

• Removed "ADLTCAdult Disabled and Long Term Care" from the SOLQState On-Line Query data agreement note as this is no longer correct.

833 Hospital Presumptive Eligibility

• Removed HPEHospital Presumptive Eligibility Policy from the dismantled HPE Guide under ETEligibility Technician Resources, and added the information to this manual section.

Addendum 1 MAGIModified Adjusted Gross Income Medicaid Income Standards

• Updated the Federal Poverty Limit (FPL) income limits.

Addendum 3 Countable and Excluded Income for MAGIModified Adjusted Gross Income Medicaid

• Updated the SSISupplemental Security Income description to the updated and correct definition for MAGI Medicaid, as this was an accidental holdover from the Family Medicaid Manual.

• Added "crowdfunding" clarification to countable/non-countable income.
