MANUAL: MAGI Medicaid program

We are making several changes to clarify existing policy as a result of policy questions or suggestions from the field. We have also updated the income standards for the MAGI Medicaid categories that have income standards based on the Federal Poverty Guidelines (FPG), as well as the 2017 tax filing threshold for tax dependents.
Highlights of the further policy changes are described below.

OVERVIEW OF CHANGES
802-1 Adequate Notice
Clarified that a written and signed statement is required for case closure in the month requested after the date of adverse action.
817-1 Construct a MAGI Household for Each Individual
Added link to the definition for "Dependent Child" from MAGI MS 816-1.
Updated the Note for the 2017 tax filing threshold for tax dependents.
819 B Unearned Income
Removed bullet under 819 B regarding cash gifts due to an accidental holdover from the Family Medicaid Manual.
820 C Common Terms and Definitions
Removed the "cash gift" description from irregular income, as this was an accidental holdover from the Family Medicaid Manual.
Added "Crowdfunding" definition.
820-5 Irregular Income
Removed the "cash gift" description from irregular income, as this was an accidental holdover from the Family Medicaid Manual.
823 B Client statement is acceptable for the following factors if not questionable

823-1 Sources of Electronic Verification
833 Hospital Presumptive Eligibility
Removed HPE Policy from the dismantled HPE Guide under ET Resources, and added the information to this manual section.
Addendum 1 MAGI Medicaid Income Standards
Updated the Federal Poverty Limit (FPL) income limits.
Addendum 3 Countable and Excluded Income for MAGI Medicaid
Updated the SSI description to the updated and correct definition for MAGI Medicaid, as this was an accidental holdover from the Family Medicaid Manual.
Added "crowdfunding" clarification to countable/non-countable income.
