MANUAL: MAGIModified Adjusted Gross Income Medicaid program

We have updated the income standards for the MAGI Medicaid categories that are effected by the change in Federal Poverty Guidelines that is effective April 1, 2022. We have also made several changes to clarify existing policy as a result of policy questions or suggestions from the field. An overview of the changes are listed below.

OVERVIEW OF CHANGES
815-1 Hospitalized Children Receiving Treatment over 30 Days
- Changed terminology from "institutional deeming rules" to "Special LTCLong Term Care Category" for clarity
818 MAGI Medicaid Income
- Updated dependent tax filing threshold
820-6 Specialized Budgeting
- Clarified caseworker should use the last PFDPermanent Fund Dividend amount officially announced by the DPADivision of Public Assistance policy unit when determining MAGI Medicaid eligibility. This amount is used until the policy announces a new PFDPermanent Fund Dividend amount to use.
823-1(B) Other Electronic Data Sources
- Clarified that SVESState Verification Exchange System/HUB must always be checked at application and recertification, and death match alerts that are generated during the certification period must be processed within 10 days
825 A Application Submitted Through The Federally Facilitated Marketplace
- Revised section for clarity
826(F) HCBHome and Community Based Waiver Services and Institutional Eligibility
- Clarified that even though there isn't a resource test for MAGIModified Adjusted Gross Income Medicaid eligibility, if a MAGI Medicaid recipient needs institutionalization or HCBHome and Community Based waiver services, DPADivision of Public Assistance must complete the 5-year look back as outlined in ADLTCAdult Disabled and Long Term Care MS 554(D) to ensure that a non-allowable transfer has not occurred. If it has, a TOATransfer of Assets penalty must be applied.
827 Retroactive Medicaid Eligibility
- Added a note clarifying when verification of actual income for each month is not needed for retroactive Medicaid
833 (C) Subtypes
- Updated the income standards due to the Federal Poverty Guidelines change effective April 1, 2022
