MANUAL: MAGIModified Adjusted Gross Income Medicaid program

We have updated the income standards for the MAGI Medicaid categories that are effected by the change in Federal Poverty Guidelines that is effective April 1, 2025. We have also made several changes to clarify existing policy as a result of policy questions or suggestions from the field. An overview of the changes are listed below.

OVERVIEW OF CHANGES
ENTIRE MANUAL
- Changed all references from CSSD (Child Support Services Division) to CSED (Child Support Enforcement Division).
806-1(A) Acceptable Applications
- Clarified that the Health Insurance Marketplace application is acceptable as an initial application and renewal for MAGIModified Adjusted Gross Income Medicaid.
806-2(E) Withdrawing an Application
- Clarified that Medicaid application withdrawal requests can be done with a recorded signature through the VCCVirtual Contact Center.
806-3 Renewal Requirements
- Added information regarding the E-14 waiver allowing the MAGIModified Adjusted Gross Income Medicaid renewal to be processed using the SNAPSupplemental Nutrition Assistance Program gross income calculation.
807 Non-Financial Factors of Eligibility
- Removed reference to development of income.
809 Alaska Residency
- Clarified when caseworkers should consider Alaska residency questionable.
813 Development of Income
- Due to a federal rule change, removed the requirement to apply for other benefits as a condition of Medicaid eligibility.
816-1(G) Expansion Group
- Clarified that Parents/Caretaker Relatives may be eligible for medicaid in the Expansion Group category if they meet certain requirements.
817 MAGIModified Adjusted Gross Income Medicaid Household Composition
- Added note clarifying that surrogacy does not affect household composition rules however it is a potential form of self-employment income.
818 MAGIModified Adjusted Gross Income Medicaid Income
- Updated dependent tax filing thresholds.
824-1(B) Member Leaves the Household
- Clarified 10-day notice of adverse action is required to terminate Medicaid eligibility unless there is a situation that only requires adequate notice.
827 Retroactive Medicaid
- Removed reference to development of income.
831(C) Regular Medicaid Rules That do not Apply to Emergency Treatment for Aliens
- Removed reference to development of income.
833(C) Subtypes
- Updated the income standards due to the Federal Poverty Guidelines change effective April 1, 2025.
Addendum 1 MAGIModified Adjusted Gross Income Medicaid Income Standards
- Updated the income standards due to the Federal Poverty Guidelines change effective April 1, 2025.
Addendum 3 Countable and Excluded Income
- Added surrogacy self-employment income.
