MANUAL: Alaska Temporary Assistance Program

The Alaska Temporary Assistance Program (ATAP) heating and non-heating utility standards change effective October 2025. The Eligibility Information System (EIS) will automatically apply these new standards when determining eligibility and benefit amounts beginning October 2025.

OVERVIEW OF CHANGES

MS 740-3(A)        SNAP CATEGORICAL ELIGIBILITY

• Revised period of categorical eligibility after an ATAPAlaska Temporary Assistance Program case closes from six to twelve months to align with the SNAP certification period.

MS 780-11            DELIVERY OF PAYMENT

• Revised for clarity

MS 780-12            RESTRICTED PAYMENTS

• Removed subsection as this information was added to MS 780-11

MS 780-19(G)       HOMELESS SHELTER DEDUCTION

• Updated the homeless shelter deduction for FFYFederal Fiscal Year 26

ADDENDUM 1       EXEMPT ALASKA NATIVE VILLAGES

• Updated the exempt Alaska Native villages based on the 2025 DOLDepartment of Labor and Workforce Development employment survey results

ADDENDUM 2        ATAP INCOME AND PAYMENT STANDARDS

• Updated the heating and non-heating utility standards for FFYFederal Fiscal Year 26
