604-2 Interim Report
Households approved for a full 12 or 24 month certification period will be sent the automated X054 notice and SNAP Interim Report (IR) Form (FSP 95 ) 45 days prior to the mid-point of their certification period. The IR will be sent in the 5th month for a case certified for 12 months and in the 11th month for a case certified for 24 months.
Example:
Household is approved for SNAP on January 3, 2022, and is approved for a 12-month certification period through December 2023. The Interim Report is sent in May 2022
Note:
A shorter SNAP certification period will still be given to households that contain an ABAWD or that have unstable circumstances as explained in SNAP MS 604-1(A)(2).
To continue receiving SNAP through the current certification period, SNAP households must:
Return a completed Interim Report Form (FSP 95 ) to DPA before the start of the 6th month for households certified for 12 months, and 12 month for households certified for 24 months; and
Submit all requested verification within the period provided on the pend notice.

604-2 A. INTERIM REPORT FORM
The Interim Report Form (FSP 95 ) is used to determine continued SNAP eligibility, allowing households to continue receiving SNAP through their full 12 or 24 month certification period.
The IR is not a recertification and cannot be treated as one. An interview is never conducted with the receipt of an IR.

Example:
A household is certified for SNAP and ATAP on 7/1/2023. SNAP is assigned a certification period of 7/2023 through 6/2024 and ATAP is assigned a certification period of 7/2023 through 12/2023.
On 12/5/2023 the household submits a GEN 72 to recertify ATAP and selects SNAP . The GEN 72 may be used to recertify ATAP, but may not be used in place of the FSP 95 Interim Report form to determine continued SNAP eligibility, or change the current SNAP certification period.

604-2 B. INTERIM REPORT FILING DEADLINES
An IR form is considered filed by the household when the signed and completed IR is received in the DPA office.
1. Interim Report Filed Timely Before the Mid-Point of Certification Period
Households must return the completed IR to DPA by the 30th day after it was sent to the household. Once the IR form is returned to DPA, benefits continue through the current 12 or 24 month certification period, until it is determined the household is no longer eligible for SNAP , or the household fails to submit requested verifications.
Note:
When the FSP 95 is received outside of the required midpoint of the SNAP certification period, it must be treated as a report of change.

2. Interim Report Filed Returned Untimely, But Prior to the Last Day of the Month In Which It Is Due
When the SNAP household fails to submit the IR by the 30th day after the IR was sent to the household, but before the last day of the month in which the IR is due, benefits may continue through the end of the current SNAP certification period.
3. Interim Report Not Returned Timely
When the household fails to submit the IR by the last day of the month in which the IR is due, the SNAP household will be required to file a new application for SNAP, using the Application for Services (GEN 50C).
604-2 C. INTERIM REPORT: HOUSEHOLD FAILS TO ACT OR REQUESTED VERIFICATION IS NOT RECEIVED
1. Household Fails to Submit Interim Report
When the household fails to complete and submit a timely IR , the case is closed with adequate
notice. See MS 604-5A.
2. Household Fails to Submit Requested Verification
The SNAP case is closed with adverse action notice. See MS 604-5B.
Example:
Sally's IR is due no later than 09/15/2023. Sally returns her IR timely on 09/13/2023, allowing her SNAP benefits to continue through her certification period.
On 09/14/2023 a caseworker reviews Sally's IR , requesting verification on reported income, due no later than 09/25/2023. Sally responds on 09/25/2023, with income verification that will close her SNAP case. Sally will receive adverse action to close her SNAP benefits effective 10/31/2023.
If the household provides the requested verification before the end of the mid-point certification period and is found to have continued SNAP eligibility, the SNAP case is reopened without a new application and a full month's benefit (not prorated) is issued.
If the household provides the requested verification after the end of the mid-point certification period, but within 30 days from the end of the mid-point certification period, is found to have continued SNAP eligibility, the case is reopened without a new application. A prorated benefit is issued back to the date the requested verification is received in the DPA office.
Example:
A household's mid-point certification period ends June 30. The IR form is returned to DPA on June 5th. Information provided on the IR form requires additional verification to determine continued SNAP eligibility. The household is sent a notice to provide the verification by June 15th. Verification is not received, and the SNAP case is closed with adverse action.
The household provides the required verification on July 10th, within 30 days of case closure. The SNAP case is reopened, prorating July benefits from the 10th, the date the verification was received at DPA . SNAP benefits continue through the end of the original certification period. The household does not need to file a new GEN 50C .
