604-2          Interim Report

 

Households approved for a full 12 or 24 month certification period will be sent the automated X054 notice and SNAPSupplemental Nutrition Assistance Program Interim Report (IR) Form (FSP 95SNAP Interim Report) 45 days prior to the mid-point of their certification period.  The IR will be sent in the 5th month for a case certified for 12 months and in the 11th month for a case certified for 24 months.  

 

Example: 

Household is approved for SNAPSupplemental Nutrition Assistance Program on January 3, 2022, and is approved for a 12-month certification period through December 2023.  The Interim Report is sent in May 2022

 

Note: 

A shorter SNAPSupplemental Nutrition Assistance Program certification period will still be given to households that contain an ABAWDAble-bodied Adult Without Dependents or that have unstable circumstances as explained in SNAP MS 604-1(A)(2).


To continue receiving SNAPSupplemental Nutrition Assistance Program through the current certification period, SNAP households must: 

 

  1. Return a completed Interim Report Form (FSP 95SNAP Interim Report) to DPA by the 30th day after the IRInterim Report was sent to the household; and

  2. Submit all requested verification within the period provided on the pend notice.

604-2 A.     INTERIM REPORT FORM

 

The Interim Report Form (FSP 95SNAP Interim Report) is used to determine continued SNAPSupplemental Nutrition Assistance Program eligibility, allowing households to continue receiving SNAP through their full 12 or 24 month certification period.  

 

Note: 

A completed GEN 50CApplication for ServicesGEN 72Eligibility review application, or the SNAP Online Application may be used as an FSP 95SNAP Interim Report if it contains all the required information and is received during the timeframe in which the FSP 95SNAP Interim Report is due.  

Example 1: 

A SNAPSupplemental Nutrition Assistance Program household is notified they must complete and return the FSP 95SNAP Interim Report by 11/10. The household fails to submit the FSP 95SNAP Interim Report, but instead submits a signed and dated GEN 50CApplication for Services with SNAPSupplemental Nutrition Assistance Program marked on 11/15. The SNAPSupplemental Nutrition Assistance Program household's current certification indicates the client receives $100 per month in self-employment income. The household did not answer any questions about self-employment income or changes to employment in the GEN 50CApplication for Services submitted on 11/15. The GEN 50CApplication for Services may not be used to satisfy the households FSP 95SNAP Interim Report requirement due to the household's failure to answer questions about changes in income required on the FSP 95SNAP Interim Report

Example 2: 

SNAPSupplemental Nutrition Assistance Program household is notified they must complete and return the FSP 95SNAP Interim Report by 11/10. The household submits a completed GEN 72Eligibility review application, with SNAPSupplemental Nutrition Assistance Program marked, on 11/29. The GEN 72Eligibility review application provides all the information required for the FSP 95SNAP Interim Report and was received before the end of the month in which the FSP 95SNAP Interim Report was due. The GEN 72Eligibility review application may be used to satisfy the household FSP 95SNAP Interim Report requirement. 

Example 3: 

A household's SNAPSupplemental Nutrition Assistance Program case closed on 3/31 due to failure to complete and submit the FSP 95SNAP Interim Report within the required timeframe. On 4/3, the household submitted a GEN 72Eligibility review application, but did not mark any programs on the form. The GEN 72Eligibility review application may not be used as an initial application form for SNAPSupplemental Nutrition Assistance Program as the household failed to mark SNAPSupplemental Nutrition Assistance Program

 

The IRInterim Report  is not a recertification and cannot be treated as one.  An interview is never conducted with the receipt of an IR.

Example: 

A household is certified for SNAPSupplemental Nutrition Assistance Program and ATAPAlaska Temporary Assistance Program on 7/1/2023.  SNAP is assigned a certification period of 7/2023 through 6/2024 and ATAPAlaska Temporary Assistance Program is assigned a certification period of 7/2023 through 12/2023. 

On 12/5/2023 the household submits a GEN 72 to recertify ATAPAlaska Temporary Assistance Program and selects SNAPSupplemental Nutrition Assistance Program.  The GEN 72 may be used to recertify ATAP, but may not be used in place of the FSP 95SNAP Interim Report Interim Report form to determine continued SNAP eligibility, or change the current SNAP certification period.

604-2 B.     INTERIM REPORT FILING DEADLINES

 

An IRInterim Report  form is considered filed by the household when the signed and completed IR is received in the DPA office. 

 

1. Interim Report Filed Timely Before the Mid-Point of Certification Period

 

Households must return the completed IRInterim Report  to DPADivision of Public Assistance by the 30th day after it was sent to the household.  Once the IR form is returned to DPA, benefits continue through the current 12 or 24 month certification period, until it is determined the household is no longer eligible for SNAPSupplemental Nutrition Assistance Program, or the household fails to submit requested verifications.  

 

 

Note:  

When the FSP 95SNAP Interim Report is received outside of the required midpoint of the SNAPSupplemental Nutrition Assistance Program certification period, it must be treated as a report of change.

2. Interim Report Filed Returned Untimely, But Prior to the Last Day of the Month In Which It Is Due

 

When the SNAPSupplemental Nutrition Assistance Program household fails to submit the IRInterim Report  by the 30th day after the IR was sent to the household, but before the last day of the month in which the IR is due, benefits may continue through the end of the current SNAP certification period. 

 

     3. Interim Report Not Returned Timely

 

When the household fails to submit the IRInterim Report  by the last day of the month in which the IR is due, the SNAPSupplemental Nutrition Assistance Program household will be required to file a new application for SNAPSupplemental Nutrition Assistance Program, using the GEN 50CApplication for Services.

 

Note: 

As explained in SNAP MS 601-2(A), the GEN 72Eligibility review application can be used as an initial application form when received in the month following the closure of SNAPSupplemental Nutrition Assistance Program benefits. SNAP must be marked on the GEN 72 to be considered an application for SNAP. 

 

604-2 C.     INTERIM REPORT: HOUSEHOLD FAILS TO ACT OR REQUESTED VERIFICATION IS NOT RECEIVED

 

1. Household Fails to Submit Interim Report 

 

When the household fails to complete and submit a timely IRInterim Report , the case is closed with adequate

notice. See MS 604-5A.

 

2. Household Fails to Submit Requested Verification

 

The SNAPSupplemental Nutrition Assistance Program case is closed with adverse action notice. See MS 604-5B.

 

Example:  

Sally's IRInterim Report  is due no later than 09/15/2023. Sally returns her IR timely on 09/13/2023, allowing her SNAPSupplemental Nutrition Assistance Program benefits to continue through her certification period. 

On 09/14/2023 a caseworker reviews Sally's IRInterim Report , requesting verification on reported income, due no later than 09/25/2023. Sally responds on 09/25/2023, with income verification that will close her SNAPSupplemental Nutrition Assistance Program case. Sally will receive adverse action to close her SNAP benefits effective 10/31/2023. 

 

If the household provides the requested verification before the end of the mid-point certification period and is found to have continued SNAPSupplemental Nutrition Assistance Program eligibility, the SNAP case is reopened without a new application and a full month's benefit (not prorated) is issued. 

If the household provides the requested verification after the end of the mid-point certification period, but within 30 days from the end of the mid-point certification period, is found to have continued SNAPSupplemental Nutrition Assistance Program eligibility, the case is reopened without a new application.  A prorated benefit is issued back to the date the requested verification is received in the DPADivision of Public Assistance office. 

 

Example:  

A household's mid-point certification period ends June 30.  The IRInterim Report  form is returned to DPADivision of Public Assistance on June 5th.  Information provided on the IRInterim Report  form requires additional verification to determine continued SNAPSupplemental Nutrition Assistance Program eligibility.  The household is sent a notice to provide the verification by June 15th.  Verification is not received, and the SNAP case is closed with adverse action.  

The household provides the required verification on July 10th, within 30 days of case closure.  The SNAPSupplemental Nutrition Assistance Program case is reopened, prorating July benefits from the 10th, the date the verification was received at DPADivision of Public Assistance.  SNAP benefits continue through the end of the original certification period.  The household does not need to file a new GEN 50CApplication for Services
