5104-3 HOUSEHOLD WITH STEPPARENTS
A stepparent may not be included in the household as a second parent unless he or she is the natural or adoptive parent of at least one child in the household. A stepparent may be included in the household, but only in the following circumstances:
The parent and stepparent have a common child who is a dependent living in the home; or
The stepparent is the caretaker relative when the other parent is not included in the household because he or she is absent from the home or is an SSI or APA recipient.
