5007            CONTINUOUS ELIGIBILITY FOR CHILDREN

 

All children under the age of 19 who are eligible for Denali KidCare or other Medicaid eligibility categories (except BA , T1 , 4M , and Retroactive Medicaid) remain eligible for those benefits for a continuous 12-month period.  During this 12-month period a child continues to be eligible regardless of changes in income, resources, family status, or household composition.

 

The continuous period of eligibility ends:

 

  1. at the end of the twelfth month of continuous eligibility;
     

  2. at the end of the month the child reaches age 19;
     

  3. at the end of the month the child is incarcerated in a penal institution;
     

  4. with the death of the child;
     

  5. when a case is closed due to loss of contact with the client (for example, coupon is returned in the mail with no forwarding address); or
     

  6. when the child loses Alaska residency.

 

  1. written request from the recipient requesting case closure.

 

Adults are not eligible for 12 months of continuous eligibility.

 

Note:

Continuous eligibility applies to all individuals under age 19, even if the individual is the Primary Information (PI) person on their own Medicaid Case.

 

Example:

An 18 year old individual is receiving Under 21 Medicaid and reports employment. The caseworker receives verification of the individuals earnings and the individual is now over the income limit for Under 21 Medicaid. The Medicaid case cannot be closed as the individual is under age 19. The individual remains eligible for Medicaid through the previously authorized continuous eligibility period or until the end of the month the individual reaches age 19, whichever is sooner.

 

Note:  

Children under the age of 19 are not eligible for a 12-month continuous eligibility period if their claim to be a U.S. citizen or national is not verified.  See Section 5011.
