MANUAL: Administrative Procedures Manual

Several sections of the Administrative Procedures Manual have been revised. Highlights of the revisions are described below.

OVERVIEW OF CHANGES
- Changed Food Stamp to SNAP throughout the manual as the program name has changed
- Changed QARC to CAPS throughout the manual as the quality assurance review process has changed
- Removed DKC reference and/or replaces DKC and Family Medicaid with MAGI Medicaid throughout the manual as the Family Medicaid program ended December 31, 2013.
100 General Information
100-3H Requests for Information from Other Agencies
- Added Yukon Kuskokwim Health Corporation (YKHC) to the list of agencies that have a signed MOA with DPA
- Clarified what information DPA is not allowed to release to other agencies, even with a signed MOA
- Added Child Support Services Division (CSSD) to the list of agencies that DPA can release public assistance information without a written consent from the client
100-6A Limited English Speaking Individuals
- Changed DPA contracted telephone interpreter services to Telelanguage as this changed May 1, 2017
101 The Application Process
101-5A DPA Offices
- Removed office listing in this section and replaced with a link to the official list of DPA office
- Added link to the online application
101-5D Location of Applicants
- Updated section explaining which office processes an application and case assignment as the process has changed
113 Quality Assessment
113-2 Method of Quality Assessment Review
- Clarified that all QA reviews are assigned to the office that the case is CARC'd to when sample is pulled for review
113-3 Quality Assessment Feedback
- Revised this entire section to explain the new CAPS process and clarify how the QA Reviewer reviews and documents errors or findings, and uploads to the CAPS folder
113-4 Corrective Action Planning Spreadsheet (CAPS)
- Removed section explaining the Quality Assessment Review Committee (QARC) and replaced it with a new section describing the Corrective Action Planning Spreadsheet (CAPS) as the quality review process has changed
- Explained the CAPS process and what corrective action must be taken on case errors
113-8 Fraud Referrals
- Updated that field staff will consider any QA fraud referral recommendation during the discussion of the case
113-9 Q-Forms
- Clarified that the QA Supervisor will upload the Q-Forms to the QA SharePoint site in the monthly CAPS folder
