Several sections of the Administrative Procedures Manual have been revised. Highlights of the revisions are described below.

100 General Information
100-3H Requests for Information from Other Agencies
- Adds DHCS to list of partner agencies that DPA can release and request information without written release of information from client.
100-6A DPA Contracted Telephone Interpreter Service
- Updates DPA's contracted telephone interpreter services to Linguistica International.
113 Quality Assessment
113-1C Alaska Temporary Assistance (ATAP) Program
- Removes home visits conducted by QA reviews
113-3A Quality Assessment (QA) Feedback
- Revises that eligibility's supervisor and caseworker will research the error and the cause of error in preparation for case presentation at QARC
- Revises that staff must take corrective action to case in sample month after final determination is made by QARC
113-3 Quality Assessment (QA) Review Feedback
- Renames subsection from Error Feedback to QA Review Feedback
113-4 Quality Assessment Review Committee (QARC)
- Revises purpose of QARC
- Deletes "correct a case or reduce error amount" when determining if policy and regulation supports QA findings
- Deletes "information that could result in a reduction or elimination of case error" when QARC representatives review QA findings and research cases for additional information prior to QARC
113-6 Recipients Refusal or Failure to Cooperate
- Updates actions taken when recipients fail to cooperate with QA review for the Food Stamp Program
- Adds QA Reviewer and Supervisor to send second letter separately requesting client's cooperation
- Adds that the team's supervisor or designee sends F714 notice to the recipient requesting cooperation in completing QA review when a client does not cooperate after the second letters are sent
113-6A Refusal to Cooperate
- Renames subsection to 113-6A
- Adds eligibility's supervisor to send F402 Disqualification notice to the recipient for refusing to cooperate with QA review
113-6B Failure to Cooperate
- Renames subsection to 113-6B
- Adds client is not penalized for failure to cooperate due to reasons outside of client's control
- Adds instructions for Eligibility Team Supervisor or designee to mail GEN 50 application and send N020 notice to the recipient as well as enter case note and set an alert when household fails to cooperate due to loss of contact
- Adds instructions to schedule and conduct interview when the recipient responds to N020 notice
- Adds instructions to close all programs with adverse action and send F413 notice for loss of contact when recipient does not respond. For combo cases, send C413 notice.
