124-3    SSI CHILDREN AND YOUTH    

 

SSI children are categorically eligible for Medicaid and are registered as Medicaid-only (ME-AD) cases in EIS. These Medicaid-only cases are normally handled by DPA.  When an SSI child is taken into OCS custody, the child’s DPA Medicaid case must be closed and a separate Medicaid case established and handled by OCS Full Service Office 060.

 

A. SSI CHILD TAKEN INTO OCS CUSTODY

 

  1. When an SSI child is taken into OCS custody, OCS will email DOST at dpadost@alaska.gov to handle the SSI child’s ME-AD case.  

  2. DPA will then take action to close the child’s existing ME-AD case as soon as possible, preferably by the end of the month in which the child entered OCS custody.  A 10-day adverse action notice is not required to close the DPA ME-AD case, only adequate notice.  

  3. OCS will then register a separate Medicaid case for the SSI child in Full Service Office 060, with the child as the PI.  The benefit start date may begin the first day of the month after the effective date of custody.  If the DPA ME-AD case cannot be closed right away, the benefit start date may begin the first day of the month after the DPA ME-AD case closes.

 

  1. OCS should code the MERE screen on the OCS case with a DC subtype and a 54 Medical Eligibility Code.

 

B. SSI CHILD LEAVES OCS CUSTODY BEFORE REACHING AGE 18

 

When an SSI child leaves OCS custody before reaching age 18, OCS will close the child’s Medicaid case in Full Service Office 060, and notify DPA of the case closure by sending an email to DOST at dpadost@alaska.gov. DPA will then establish Medicaid for the SSI child.

 

C. SSI CHILD REACHES AGE 18 AND LEAVES OCS CUSTODY

 

When an SSI child who receives Medicaid reaches age 18, the individual or authorized representative may apply for APA. SSI children who are eligible for Medicaid are not automatically eligible for Adult Public Assistance (APA) upon reaching age 18. For APA eligibility, the SSI individual must complete and submit a new GEN 50 C application (see Admin Manual MS 101-2 for acceptable application forms).  

 

When an SSI individual reaches 18 and is released from OCS custody, a ME-AD case must be opened for these children beginning with the date the child reaches age 18 without an application. When an SSI child is released from OCS custody upon reaching age 18, the following procedures apply:

D. SSI CHILD REACHES AGE 18 BUT REMAINS IN OCS CUSTODY

 

In some cases, an SSI child may voluntarily remain in OCS custody beyond the age of 18.  In these situations, a separate ME-AD case must still be established by DPA for the individual, but OCS remains responsible for reporting any changes and completing any paperwork requested by DPA.  The following procedures apply:

 

  1. OCS will close the child’s Medicaid case in Full Service Office 060, and notify DPA of the case closure by sending an email to DPA’s Division of Operations Support Team at dpadost@alaska.gov in Anchorage.

 

  1. DPA will CARC the case to a specialized caseload.

 

  1. Once a separate ME-AD case is registered for the individual in EIS, DPA will contact OCS to confirm the information needed to process and maintain the individual’s ME-AD cases with DPA.  This information includes:

4. When the individual is eventually released from OCS custody, OCS will:

After all processes in Step 4 are completed, OCS will notify DOST so that all EIS screens can be updated.

 

E. SSI YOUTH OVER AGE 18 RE-ENTERS OCS CUSTODY

 

In some cases, a youth who is receiving SSI may re-enter OCS custody after their 18th birthday (or before their 18th birthday if they were emancipated).  In these situations, DPA continues to maintain the ME-AD case, and OCS is responsible for reporting any changes and completing any paperwork requested by DPA. The following procedures apply:

 

  1. OCS will email DOST and notify them that the youth has been taken into custody.  

 

  1. DPA will continue to maintain the Medicaid case.

 

  1. To establish APA eligibility and payments, an SSI youth over the age of 18 or authorized representative must apply with a new application. Once DPA receives a new application for APA, the case will be registered to the open ME-AD case number (Admin MS 103-3).

    DPA will contact OCS to confirm the information needed to process and maintain the individual’s APA/ME or ME-AD cases with DPA.  This information includes:
