MANUAL: Aged, Disabled and Long Term Care Medicaid Eligibility Manual

We have updated the Federal Poverty Level guidelines for income eligibility. We are making several changes to clarify existing policy as a result of policy questions or suggestions from the field.

OVERVIEW OF CHANGES
MS 506-C Medicare Card
Updated section with the new Medicare Card that was revised in 2018
MS 520-N Ineligible Spouse Retirement Fund
Added new subsection explaining that an ineligible spouse's retirement fund is an exempt resource
MS 528-A Initial Case Processing
Updated #2 to state Policy will email the specific caseworker who sent in the trust along with their Eligibility Office Manager and Regional Manager when approving or denying trusts
MS 534-K Example of an Eligibility Determination
MS 534-M Example of an Eligibility Determination with a Medicaid Qualifying Trust
MS 561-F APDD, IDD, or ALI Waivers with APA Cash Assistance
Added eligibility codes 71 & 74 to the 21 and over in the table as the IDD waiver does not have an age limit
MS 562-F HCB Waiver Cases for a Women Receiving Breast and Cervical Cancer Medicaid
Added Ladies First in parenthesis after BCHC in the title of this section as Alaska changed the name of the program in 2018 (The Federal Government has not changed the name of the BCHC program)
MS 570 Post Eligibility and Cost of Care
Clarified that cost of care is determined using total gross income minus allowable deductions and disregards
MS 570-A Definitions
Added to Total Gross Income definition, including money deposited in a Medicaid Qualifying Trust
MS 575 BCHC Screening
Added Ladies First in parenthesis after BCHC in the title of this section as Alaska changed the name of the program in 2018 (The Federal Government has not changed the name of the BCHC program)
Added that Alaska updated the BCHC program to be called "Ladies First" in 2018

Addendum 8 III. 1619B Eligibility
Updated where to find the 1619B list in Luminist due to a program change from Document Direct to Luminist
