MANUAL:  MAGIModified Adjusted Gross Income Medicaid program

DATE: April 1, 2021

We have updated the income standards for the MAGI Medicaid categories that are effected by the change in Federal Poverty Guidelines that is effective April 1, 2021. We have also made several changes to clarify existing policy as a result of policy questions or suggestions from the field. An overview of the changes are listed below.

OVERVIEW OF CHANGES

806   Application Process

• Added language regarding signature requirements for MAGI Medicaid

806-1(D)  Identifiable Application

• Added a link to section 806 for updated language regarding signature requirements

806-1(E)  Who can sign an application

• Added a link to section 806 for updated language regarding signature requirements

806-2(E)  Withdrawing an application

• Added a link to section 806 for updated language regarding signature requirements

806-3   Renewal Requirements

• Added a link to section 806 for updated language regarding signature requirements

808-5(B)  Non-Immigrants

• Due to a change in law effective December 27, 2020, clarified that non-immigrants from the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau who are legally residing in the United States are eligible for Medicaid benefits and are not subject to the 5-year waiting period

808-6(B)  Electronic and Interface Verification for US Citizenship

• Removed subsection C regarding use of the PFDPermanent Fund Dividend interface as verification of US Citizenship as this no longer meets policy requirements

815 (D) Penal Institution

• Removed verbiage indicating applications for adults in DOCDepartment of Corrections or BOPFederal Bureau of Prisons custody will be processed by the Field Services Unit as this is no longer the case

818         MAGI Medicaid Income

• Updated dependent tax filing threshold

823-3  Verifying Relationship Status

• Updated the HAVRHealth Analytics & Vital Records 16 form to the new form number, 06-5376 VS form 16

824-1(B)  Member Leaves the Household

• • Added a note that clarifies when a PIPrimary Information Person leaves the home, or dies, a new application must be submitted for the existing household to obtain a new PIPrimary Information Person

833 (C) Subtypes

• • Updated the income standards due to the Federal Poverty Guidelines change effective April 1, 2021
