MANUAL: MAGIModified Adjusted Gross Income Medicaid program

We have updated the income standards for the MAGI Medicaid categories that are effected by the change in Federal Poverty Guidelines that is effective April 1, 2024. We have also made several changes to clarify existing policy as a result of policy questions or suggestions from the field. An overview of the changes are listed below.

OVERVIEW OF CHANGES
806-1 Acceptable Applications
- Updated section to include VCCVirtual Contact Center and removed outdated information.
810 Social Security Enumeration
- Removed SharePoint reference.
812(B) Who is not required to cooperate
- Revised note due to the postpartum period change.
813(D) Exemptions for Apply to UIB
- Revised due to the postpartum period change.
816-1(B) Pregnant Women
- Extended the postpartum period from 60 days to 12 months effective 2/1/24.
- Revised section to remove reference to the requirement that the pregnant woman must have applied for and receiving Medicaid coverage on or before the date of termination of pregnancy.
- Clarified that an individual is not eligible for PW Medicaid at the 201 - 225 % income level if they are eligible for Medicaid in another category or if their dependent children (as defined in MAGI MS 816-1 D) are not receiving Medicaid benefits or enrolled in minimum essential coverage.
816-1(D) Parent / Caretaker Relative
- Clarified that being eligible for IHSIndian Health Service services alone does not meet the minimum essential coverage requirement.
816-1(F) Former Foster Care
- Revised second criteria "individuals who received state or tribal foster care in any state and was enrolled in Medicaid upon reaching age 18" and removed note.
818 MAGI Medicaid Income
- Updated dependent tax filing thresholds.
828-1 Transitional Medicaid Households
- Revised example due to the postpartum period change.
833 (C) Subtypes
- Updated the income standards due to the Federal Poverty Guidelines change effective April 1, 2024.
Addendum 1 MAGI Medicaid Income Standards
- Updated the income standards due to the Federal Poverty Guidelines change effective April 1, 2024.
Addendum 2 MAGI Medicaid Subtypes
- Added a new Medicaid category for pregnant women who have countable income between 201 - 225% FPLFederal Poverty Limit.
