Sections of the Heating Assistance Program Policy Manual have been revised in order to incorporate new policy and clarify existing policy.

THROUGHOUT THE MANUAL

• Changed Child Support Services Division (CSSD) to Child Support Enforcement Division (CSED) due to their name change

3001-4(H)         INFORMATION FROM DATA SOURCES AND EIS INTERFACES

• Revised section for clarity

3002-1(B)         RESIDENCY

• Clarified when caseworkers should consider Alaska residency questionable

3002-1(D)         CITIZENSHIP AND ELIGIBLE ALIEN STATUS

• Revised to clarify that alien status documentation must be validated through SAVESystematic Alien Verification for Entitlements in IEVSInstant Eligibility Verification System

3004-5              GRANT COMPUTATION

• Clarified that ECOSEnergy Community Online System calculates the points and that any point adjustments noted in the manual are only used for manual calculations

3008-4(A)          VENDOR PAYMENT

• Clarified that clients are not allowed to change vendors after benefit issuance unless they have moved out of their current vendor's service area, their primary fuel type has changed due to a change in residence, or their primary heating system has become inoperable
