Sections of the Heating Assistance Program Policy Manual have been revised in order to incorporate new policy, clarify existing policy, and align policies within our division's policy manuals.

OVERVIEW OF CHANGES
MS 3003-1 B. UNEARNED INCOME
- Removed "recoupment" as a countable source of unearned income. Recoupments are exempt income and are addressed in section 3003-2 A.(8).
MS 3004-1 ELIGIBILITY DETERMINATION TIMEFRAMES
- Added the dates of when applications are accepted throughout the season.
MS 3004-5 GRANT COMPUTATION
- Changed the subsidized housing deduction from 50% of the client's point count to 50% of the client's total benefit amount and moved the subsidized housing calculation from Step 5 to Step 8. These changes increase eligibility among Alaska's subsidized housing population.
- Updated the household income amount in Example 1 so the benefit calculation remains in the 10.1 - 125% of poverty and Example 2 remains in the 125.01 - 150% of poverty category.
Addendum B TRIBAL PROVIDERS
- Updated the Kenaitze fax number from 907-335-7239 to 907-202-8359.
Addendum E FEDERAL POVERTY INCOME GUIDELINES
- Added "AK" to the title of the addendum to clarify that we use the Alaska Federal Poverty Income Guidelines.
