3008-2 USE OF HAP PAYMENTS
3008-2 A. HEATING ASSISTANCE PAYMENTS CAN ONLY BE USED FOR THE PURCHASE OF:
- Fuel oil, kerosene, propane, natural gas, electricity, wood, wood pellets, coal, or other petroleum products used for home heating and lighting needs;
- Payment of incidental charges, including deposits, delivery charges, connection fees, and late-payment charges associated with purchase or delivery;
- Rental payments if the household pays home heating costs indirectly through rent;
- A household may use a portion of their fuel grant to purchase one bottle propane (up to 30#) for cooking;
- A household may use up to 50% of their heating grant to purchase gasoline or propane to fuel a generator used to produce the household's electricity;
Note:
If an applicant requests 50% of their heating grant be allocated to the purchase of gasoline or propane to fuel their generator in order to produce the household's electricity, the caseworker must contact the local electric company to verify that said household does not have electric service with the company. This will be done to verify that the household truly resides in an off-the-grid property that uses a generator to produce their electricity.
- If a household's primary heating source is wood and they self-harvest their own wood, their grant can be used for gasoline and two-cycle oil. In these cases, it is understood that the use of the gasoline and oil are for chain saw and snowmobile use in the harvesting and transporting of wood.
If a community is out of fuel, HAPHeating Assistance Program recipients may use a portion of their fuel grant to purchase gasoline to travel to a neighboring community to procure fuel. If this situation arises, the caseworker notifies hss.dpa.policy@alaska.gov who will discuss the situation with the affected fuel vendors.
3008-2 B. HEATING ASSISTANCE PAYMENTS CANNOT BE USED FOR:
- A household cannot use a portion of their fuel grant to purchase gas to self-harvest wood as a secondary heating source. If they primarily heat with fuel other than self-harvested wood and receive a grant, it must be used to purchase their primary heating fuel.
- Ethyl Glycol cannot be purchased with HAPHeating Assistance Program grant funds.
- Gasoline used for the operation of vehicles, boats, ATVAll Terrain Vehicles, snowmobiles, etc. except for fuel gathering and transportation of energy sources in rural areas or if the vehicle has been the client's home for 60+ days.
- Solar panels, wind turbines, or other alternate energy sources. Materials/equipment to install these systems are also not allowable uses of a HAPHeating Assistance Program grant.
