3008-1 TIME FRAMES FOR ASSISTANCE PAYMENTS
If funding is available, the program begins awarding payments for the upcoming winter on the first working day in October of each year. Applications are generally processed in date order based on the date the application is received. Awards are issued as applications are processed throughout the year.
Expedited eligibility determination and assistance payment awards begin on October 1 of each year.
Households eligible for expedited service because of a SRHUD application submission will have their application processed within 10 days after receipt of the completed application in a DPA office. SRHUD applications are accepted year-round, October 1 through September 30.
Crisis applications are accepted October 1 through June 30 and should be processed within 18 hours after DPA receives a complete application for a life-threatening crisis and within 48 hours for non-life threatening crisis.
Payment runs are completed by the Administrative Services Financial Management Support unit three times per week, on Monday, Wednesday, and Friday at 9:00 a.m. Payment runs are not completed on state holidays. When a scheduled payment run falls on a state holiday, payments are issued during the next regularly scheduled payment run.
After a payment is issued, the Administrative Services Financial Management Support unit sends the vendor notice by mail or encrypted email, based on the vendor’s selected method for receiving notices. DPA does not control when a vendor applies the payment to the client’s account; vendors are responsible for applying payments after they are received.
Note:
Grants are available for client use during the season (federal fiscal year) of issuance and through the end of the following federal fiscal year. HAP is required to return any unused benefits to the federal government after this specified time frame.
