MANUAL: Alaska Temporary Assistance Program

This manual update reflects changes from the Alaska Legislation with the enactment of Senate Bill 91, a change in Federal Legislation (the WIOA ), further clarification of allowable work exemptions, and employability assessment time limits.

OVERVIEW OF CHANGES
MS 710-3 Disqualifying Conditions
Corrects the numbering conventions in this subsection; e.g. changes 710-3(1) to 710-3 A.
Removes the drug felony information from the second note under “1. Fleeing Felon” – this information was moved to a new subsection in section “F.”.
Adds a new subsection “F.” for drug felons’ potential disqualification and eligibility for ATAP .
Adds a note with cross references to the Administrative Procedures Guide and a new ATAP MS 770-7 for Ineligible Drug Felons. These changes were done in response to SB91, which updated the Alaska Statute for the Alaska Temporary Assistance Program.
MS 719-1 Self Sufficiency Planning Requirement
Adds "ineligible drug felon" to clarify who may voluntarily develop, complete and sign a FSSP .
MS 719-2 Employability Assessment
Aligns TA MS 719-2 with the Alaska State TANF Plan which states an Employability Assessment needs to be completed within 90 days.
MS 730-2 Exemptions from Work Activities
Updates the note in this section for the caretaker of baby exemption. Clarifies that this exemption is for one parent households “BA” and removes language that is inconsistent with federal regulation.
Adds a note for the medical reasons to clarify when a Health Status Report form (TA-10) is required to adhere with state regulations.
MS 734-2 Tuition Costs
MS 753-6 Other Exclusions
Updates the acronym and language from “WIA” to “WIOA” due to a change in Federal legislation.
MS 757-17 Summer Youth Employment and Training Program
Updates the acronym and language from “WIA” to “WIOA” due to a change in Federal legislation.
MS 759-5 Workforce Innovation & Opportunity Act
Updates the acronym and language from “Workforce Investment Act (WIA) Payments” to “Workforce Innovation and Opportunity Act (WIOA) Payments” due to a change in federal legislation.
MS 770-7 Ineligible Drug Felon
Creates a new subsection for ineligible drug felons to adhere to changes in the Alaska Statute for the Alaska Temporary Assistance Program.
