We have updated the self-employment annualization table based on changes in the Federal Poverty Guidelines (FPG) for Alaska effective April 1, 2019. We have also made several changes to clarify existing policy as a result of policy questions or suggestions from the field.

OVERVIEW OF CHANGES
MS 712-1 DEFINITION OF A CARETAKER RELATIVE
- Clarified that NSTARNorthern Support through Automated Resources interface screens FD50, FD52, and FD55 via the Non-Custodial Parent (NCP) field can be used to verify the paternal relationship to a child and should be the first resource used by a caseworker to verify the relationship.
MS 712-3 A PARENTAL RELATIONSHIP DEFINITIONS
- Clarified that a court or CSSDChild Support Services Division can determine parental relationship.
MS 712-3 B VERIFYING PARENTAL RELATIONSHIP FOR CHILDREN BORN IN ALASKA
- Clarified that a court or CSSDChild Support Services Division can determine parental relationship.

- Revised "New Baby" good cause category to clarify that only one parent of a two parent household can claim good cause for this reason.
MS 759-6 E ANNUALIZATION DETERMINATION
- Updated the Self-Employment Annualization Standards due to FPLFederal Poverty Limit changes effective April 2019.
MS 759-7 A EARNED INCOME FROM AN ON-THE-JOB TRAINING
- Updated example to reflect change to case manager reporting methods.
MS 759-7 B EARNED INCOME FROM A JOB START
- Updated example to reflect change to case manager reporting methods.
Addendum 4 ENTITLEMENT DEFINITIONS ‒ FAMILY SUBSISTENCE SUPPLEMENTAL ALLOWANCE (FSSA)
- Changed Food Stamp reference to SNAPSupplemental Nutrition Assistance Program for consistent terminology throughout the policy manuals.
