On July 4, 2025, President Donald J. Trump signed the 2025 Reconciliation Bill (H.R. 1). The law contains several provisions that affect the Supplemental Nutrition Assistance Program (SNAP). Changes related to provisions of H.R. 12025 Reconciliation Bill are effective November 1, 2025.

OVERVIEW OF CHANGES
MS 601-3 A WHEN IS AN INTERVIEW REQUIRED?
- Removed the note that is no longer applicable under the 12 or 24 month certification period: An interview is not required if a household submits their recertification after the certification period ends but within the following month, and they are not due for their annual interview.
MS 602-1 D US CITIZENSHIP AND ELIGIBLE ALIEN STATUS
- Revised non-citizen eligibility policies, consistent with the provisions outlined in H.R. 12025 Reconciliation Bill.
MS 602-1 G DETERMINING WORK REQUIREMENTS AND EXEMPTIONS
- Removed ABAWD policy requirements outlined in the general work requirements section and added link to the appropriate ABAWD section in SNAP MS 602-1(L)(6).
MS 602-3 D EXEMPT INCOME
- Removed note regarding potential heating utility standard deduction as this information is explained in SNAPSupplemental Nutrition Assistance Program MS 602-4
MS 602-4 DEDUCTIONS
- Revised the exception to specify that expenses covered by LIHEAPLow Income Heat and Energy Assistance Program or similar Enery Assistance payments are only allowable when the household includes an elderly or disabled member, in alignment with the provision outlined in H.R. 12025 Reconciliation Bill.
MS 602-4 E SHELTER DEDUCTIONS
- Revised the section to specify that LIHEAPLow Income Heat and Energy Assistance Program or similar Energy Assistance payments are only countable toward the HUDHousing and Urban Development or excess shelter deduction when the household includes an elderly or disabled member, in alignment with the provisions outlined in H.R. 12025 Reconciliation Bill.
MS 605-7 PERMANENT FUND DIVIDEND SPECIAL PROCESSING
- Updated the contact information in subsection (E)(2), changing the reference from DPADivision of Public Assistance Policy to OCSOffice of Children's Services.
- Removed reference to INMEInquiry Menu 9 from 605-7(F) and replaced with IEVSInstant Eligibility Verification System.
ADDENDUM 2 ABAWD WORK REQUIREMENT EXEMPT AND NON-EXEMPT AREAS
- Updated borough and census areas to align with Department of Labor.
ADDENDUM 6 DOCUMENTATION OF ELIGIBLE ALIEN STATUS
- Revised non-citizen eligibility policies, consistent with the provisions outlined in the H.R. 12025 Reconciliation Bill.
ADDENDUM 10 COUNTABLE AND EXCLUDED INCOME FOR SNAP
- Changed "Census Income" to "Census Income from 2020 Census"
