As part of the project to combine the PFD HH manual with existing manuals, the explanation of how to replace SSI lost due to receipt of PFD has been added to the APA manual. A few other technical changes have also been made.

OVERVIEW OF CHANGES
MS 430-4(A)(1) Some Assets are not Resources
Corrects the paragraph to say "Assets are not resources if the individual does not have: Any ownership interest; or the legal right, authority, or power to liquidate them."
MS 433-3 Permanent Fund Dividend
Adds sub chapters referencing hold harmless procedures for SSI applicants and recipients.
MS 452-7(C) Payment to A Third Party
Adds a note stating court appointed guardians or conservators do not need to sign the APA 14.
MS 482 Claims
Adds a note stating the agency does not have a limit to how far back a claim can be established.
