Beginning July 4, 2025 the 2025 Reconcilliation Bill (H.R. 1) was signed into law. This law contains several provisions that affect the non citizen requirements of the Medicaid program that are effective October 1, 2026. APAAdult Public Assistance and SSISupplemental Security Income recipients will no longer be automatically eligible for Medicaid due to the non citizen requirements that are effective October 1, 2026.

OVERVIEW OF CHANGES
MS 400-1 AN OVERVIEW OF THE ADULT PUBLIC ASSISTANCE PROGRAM
- Revised section to reflect APAAdult Public Assistance recipients must also meet Medicaid qualified alien requirements as an eligibility factor for Medicaid effective October 1st, 2026
MS 410-4 VERIFICATION
- Added a note regarding the new death match and prisoner match notices
MS 410-7 C ELIGIBILITY FOR MEDICAID
- Added note to reflect individuals must meet Medicaid qualified alien requirements as an eligibility factor for Medicaid effective October 1st, 2026
