When an APA application or review (GEN 50C or GEN 72) is received from a household it must be used to establish a new certification period.
When a new or review application (GEN 50C or GEN 72 ) is received for other DPA programs, prior to the APA established date for review, the new or review application should not be used to establish a new certification period for APA benefits. See MS 480-3 for additional information regarding acting on reported changes.

Example 1:
A household is receiving APA benefits that are certified through December. They apply for SNAP benefits in September. The SNAP application should not be used to establish a new APA certification period unless APA is marked on the application.
Example 2:
A household receiving APA and SNAP benefits. The APA is authorized through September, but a SNAP recertification is due in March. When the household submits the SNAP recertification, the GEN 72 should not be used to redetermine eligibility for APA unless APA is marked on the recertification form.
480-1 A. REVIEWS FOR NON- SSI RECIPIENTS
At least once each calendar year a non- SSI APA recipient, or a person acting on the recipient's behalf, must complete a review application. The proper form for an annual review application is DPA form GEN 72 .
In addition to the completed review application, the recipient must also provide any additional DPA forms and any other information/verification that is necessary to correctly redetermine the recipient's APA eligibility and benefit amount.
480-1 B. REVIEWS FOR SSI RECIPIENTS
SSI recipients are also subject to an annual review process. However, because the APA and SSI programs use nearly identical eligibility criteria, it is only necessary for EIS to confirm that the individual is an Alaskan resident and still receives SSI. This is considered to be enough proof that the individual still meets APA eligibility criteria. The caseworker may ask the recipient to provide any additional information if needed to determine the recipient's APA eligibility and benefit amount.
A case worker may also require a special review application at any time if he or she considers it necessary. The proper form for a special review application is DPA form GEN 50C . In addition to the completed review application, the recipient must also provide any additional DPA forms and any other information/verification that is necessary to correctly redetermine the recipient's APA eligibility and benefit amount.
480-1 D. INTERVIEW REQUIREMENTS
An interview is required once every 12 months.
An interview does not need to be completed if a household submits their recertification after the end of the certification period but within the following month and they are not due for their annual interview.
Note:
Individuals who only receive APA /MED benefits, that also receive any amount of SSI, are not required to complete an annual APA interview.
If they stop receiving SSI or are receiving benefits (as the PI or SP) from a program that requires an annual interview, such as SNAP , they are required to complete an APA annual interview. See APA MS 480-1B.
The annual APA interview is required even if the SNAP interview is waived.
480-1 E. REVIEW APPLICATION PROCESSING TIMEFRAMES
APA regulations require that DPA make an eligibility decision and mail written notice of the decision within 30 days after the date that a review application is filed. If a review application cannot be processed within this 30-day timeframe, because of either client or agency caused delays, the APA case shall remain open and benefits shall be continued until an eligibility decision is made. (Refer to section 480-2)
480-1 F. NOTICE OF FINDING ON REVIEW APPLICATION
Adequate notice of action shall be mailed to a recipient once the review application is processed. A notice of action is not required for the annual review process for SSI recipients unless the review results in a change in eligibility or benefit amount. Any adverse action taken on a review, such as a reduction in the amount of benefits or termination of assistance, may also require timely notice. (Refer to section 481-1 and 481-2 for adequate and timely notice requirements.)
If a review application is received by the last day of the month following the month a case is closed for failure to submit a review application, the review application will be accepted as the individual's reapplication.
In this situation, the case worker will treat the review application as an initial application and prorate the payment for the month of reapplication from the date the review application was received in a DPA office.
When redetermining the individual's eligibility, a face-to-face interview is not required unless the case worker finds it necessary, due to questionable circumstances, to redetermine the individual's eligibility or benefit amount. (See section 480-1B above.)
480-1 H. INTERIM ASSISTANCE REVIEWS
Review applications are not mailed for IA cases. Eligibility for IA continues until the individual is determined ineligible or SSI has made its final eligibility decision regarding disability, see APA MS 426-5.
On the 14th of the month that the review is due, EIS automatically initializes the case into the next month but does not authorize it. An alert is generated at that time indicating "IA RECERTIFICATION DUE". A caseworker must authorize the next IA certification period before the regular run to ensure timely receipt of benefits. If the case is not reauthorized as required, a second alert will be generated indicating "IA PAYMENT NOT AUTHORIZED".
