127-2 PROCESSING DENALI KIDCARE IN DPA DISTRICT OFFICES
There are certain situations when Denali KidCare eligibility can be determined in a DPA district office. These situations are:
When a family submits a Family Medicaid application and there is no eligibility for Family Medicaid and the children are eligible for Denali KidCare. The Denali KidCare case is then transferred to the Denali KidCare office.
Example:
A mother is in applying for ATAP , Food Stamps, and Family Medicaid. The household consists of the mother, her husband, and two children ages 10 and 8. The application and collaterals reveal that the household is over income and over resource for Food Stamps, ATAP , and Family Medicaid.
Actions the DPA caseworker should take are to deny the ATAP , Food Stamps, and Family Medicaid and send appropriate notice. Review eligibility for Denali KidCare. If eligible, register a Denali KidCare case, authorize benefits, send the appropriate D series notice, and CARC the open Denali KidCare case to 072-9-99.
When a family becomes ineligible for Family Medicaid and there is no Transitional or Post Medicaid eligibility. The caseworker must not deny Medicaid eligibility for the children through the six-month continuous certification period. The Family Medicaid worker may determine Denali KidCare eligibility for the children if the children remain in the home. The Denali KidCare case is then transferred to the Denali KidCare office.
When Transitional or Post Medicaid ends. Denali KidCare eligibility must be determined for the children. The Denali KidCare case is then transferred to the Denali KidCare office.
Example:
A family has an ongoing ATAP , Food Stamps, and Family Medicaid case. In October 2001 the household became over income for all three programs and the caseworker set up Transitional Medicaid. Transitional Medicaid ended on September 30, 2002.
Caseworker responsibilities in this scenario are to review Denali KidCare eligibility and if eligible register an application with an October 1 start date. Send the appropriate D series notice and CARC the open case to FSO 072-9-99.
When child fluctuates between Denali KidCare and TEFRA , the TEFRA caseworker can maintain the Denali KidCare case.
