105-9          VERIFICATION OF CITIZENSHIP AND IDENTITY IN ELIGIBILITY FILES

Refer to Family Medicaid Eligibility MS 5011 and Aged, Disabled and Long Term Care MS 520-B for additional information about US citizenship and identification verification requirements.

If verification of US citizenship and identity is required for the applicant or recipient of Medicaid or Denali KidCare and the case is in open status, a copy of the verification must be in the case file. If there is no verification in the case file but EIS is coded with an “A” verification code, this means an original or certified copy was viewed and DPA has already received acceptable proof of US citizenship and identity. In this situation, the caseworker must:

  1. Check CLPM screen to determine if the individual was in a different household or case.

  2. If the individual was in a different household or case, check the CAP 1 screen to identify the name of the functional unit assigned to the case.

  3. If the case is in open status, send an email to the functional unit’s email address and request a copy of the verification. If the case is in closed status, it will be assigned to a control clerk. Send an email to the control clerk email address and request a copy of the verification by fax within 24 hours.

  4. If the verification is not received within 24 hours, forward a copy of the email to the office manager or supervisor.

If a copy of the verification or original document cannot be located, send a notice to the household or individual to request the required documentation.  Medicaid or Denali KidCare may be continued as long as the individual is making a good faith effort to provide the verification.

For new applicants, unless otherwise exempt from the requirement, verification of US citizenship must be provided in order to determine eligibility.
