421           U.S. CITIZENSHIP AND ELIGIBLE ALIEN STATUS

To receive APAAdult Public Assistance, a person must be:

• A United States citizen or U.S. National;
   
• A qualified alien, as described in section 421-2.  Qualified aliens may be subject to limited eligibility as explained in section 421-4;
   
• A Native American born in Canada or Mexico who has treaty rights to cross the U.S./Canada and U.S./Mexico borders, as described in section 421-3.
