123-1   DOL DATA INQUIRY SCREENS

Effective October 2014, DOL launched their new system called Secure Access Manager (SAM). The system is available to DPA staff for accessing confidential State of Alaska Unemployment Insurance (UI) information such as  wage history, potential unemployment insurance eligibility, and unemployment insurance benefit payments of public assistance applicants and recipients.

123-1 A.  CONFIDENTIALITY

Information needed for the administration of public assistance or for the Unemployment Insurance benefit program may be exchanged between DPA and DOL offices without a specific authorization from the client to release the information.  The same confidentiality rules which apply to public assistance case information apply to information obtained from SAM and directly from DOL offices.

123-1 b.  SECURITY ACCESS TO DOL DATA SYSTEM

DPA staff must complete a DOL LAN/Mainframe Work Order (07-2015) and a DOL Confidentiality Acknowledgement (07-2016) to get access to the Department of Labor data inquiry screens.

      1. Staff must contact their supervisors to obtain the DOL forms for completion. These forms can be located on the Systems Operations website under "Security Resources."

      2. The supervisor or other designated person in the district office must approve and forward the completed forms to the ITS Helpdesk at hss.itshelp@alaska.gov.

      3. The ITS Helpdesk will create a ticket for the DOL access request.

      4. Once approved, DOL will grant access to SAM for the user.

      5. DPA staff will be notified via email with a username and password when DOL access is granted.

Refer to the SAM User Guide on DPA SharePoint for information on accessing and navigating the DOL Data System, SAM.
