100-1 PRUDENT PERSON CONCEPT
The procedures throughout this manual are intended to be a guide for workers and are broadly written within the boundaries established by law and regulations. These procedures are intended to be flexible enough to allow each worker to apply reasonable judgement while carrying out their duties. This flexibility is provided because it is impossible to write procedures that would cover every possible circumstance you might encounter when determining a household's eligibility.
When you encounter a situation which requires exercising prudent judgement in applying the requirements of the programs to the case, document the reasoning that went into the decision. If you are uncertain about how to proceed, consult your supervisor before rendering a decision. You are encouraged to identify and make suggestions concerning policies and procedures in the manuals which might be changed and improved. You are expected to work independently, to make reasonable judgments, and to record the reasons for your judgments.
