MANUAL: Aged, Disabled and Long Term Care Medicaid Eligibility Manual
DATE: April 1, 2025
We have updated the 2025 Federal Poverty Level guidelines for income eligibility effective April 1, 2025. We have also updated other sections that use Federal Poverty Level guidelines for income eligibility.
This manual change also consists of several technical changes or clarifications as a result of suggestions from the field. Highlights of these revisions are described below.

OVERVIEW OF CHANGES
505 Third Party Liability (TPL) and Recovery
- Changed Child Support Services Division (CSSD) to Child Support Enforcement Division (CSED).
506(B) Medicare Enrollment
- Removed instructions to refer an individual who is found to be ineligible for Medicare Savings Plan to the Social Security Office to apply for Medicare as DHCSDivision of Health Care Services confirmed that this is an unnecessary step.
506(J) Social Security Offices
- Removed the Ketchikan office as it is closed and updated fax and phone numbers for Anchorage, Juneau, and Fairbanks offices.
511 Child Support Cooperation
- Changed Child Support Services Division (CSSD) to Child Support Enforcement Division (CSED).
513 Alaska Residency
- Added note clarifying when caseworkers should consider Alaska residency questionable.
516 Retroactive Medicaid
- Clarified that retroactive Medicaid uses actual income.
520(D) Reserved
- Due to a federal rule change, removed the requirement to apply for other benefits as a condition of Medicaid eligibility.
522(B)5 Actions Taken on the Application
- Clarified that Medicaid application withdrawal requests can be done with a recorded signature the VCCVirtual Call Center.
530(D) SSISupplemental Security Income Disabled Adult Children
- Clarified how to verify SSISupplemental Security Income Disabled Adult Children eligibility.
534(K) Example of an Eligibility Determination
- Updated examples with 2025 Federal Poverty Level Changes.
534(M) Example of an Eligibility Determination with a Medicaid Qualifying trust
- Updated examples with 2025 Federal Poverty Level Changes.
580 Medicare Savings Programs
- Clarified that SSISupplemental Security Income recipients who are eligible for Medicare are automatically eligible for QMBQualified Medicare Beneficiaries and must be enrolled the first of the month after Medicaid eligibility is determined.
- Clarified that SLMBSpecified Low Income Medicare Beneficiaries can be authorized for up to 3 months prior to the QMBQualified Medicare Beneficiaries start date.
