In order for DPA to determine a household’s MAGI Medicaid eligibility, the household must submit an application that meets the identifiable application requirements in on of the following ways:
1) by mail;
2) in person;
3) online;
4) by fax;
5) by phone; or
6) by e-mail.
An interview is not required for MAGI Medicaid.
For applications provided over the telephone, the caseworker must obtain a telephonically recorded application signature. If the caseworker is unable to obtain a telephonically recorded application signature, the application must be pended for a signed Statement of Truth, which will be sent to the applicant for signature. See MS 806-1 (E). The caseworker will advise the household that in order to determine eligibility, the form must be completed and returned to the DPA. Once received, a determination for eligibility will be made.
All households may file an application the same day they contact DPA to establish a protected filing date. DPA will help all households with the application and renewal process.
Fee agents help households who live in communities that do not have a local DPA office apply for public assistance. The fee agent can help the household apply online or use DPA applications and other forms provided by DPA. Households are not required to go to a fee agent and may apply directly through DPA or the FFM.
The receipt of an identifiable application in a DPA district office or the FFM establishes the application filing date. An identifiable application must contain the applicant’s name, address, and signature.
If the individual already has a disability determination from Social Security or the State of Alaska Disability Determination Services (DDS), they may be eligible for ADLTC Medicaid.
If the individual has not yet received a favorable disability determination but states they are seeking a determination, process under MAGI Medicaid rules. If the individual is not eligible under MAGI Medicaid rules, refer the application to the FFM.
Note:
Online applications include an electronic signature.
Paper applications can be signed by e-signature, digital signature, or a handwritten signature created on an electronic device (finger/stylus to screen) starting October 1, 2024.
Telephonic signatures must be recorded by a caseworker through the VCC.
When households apply for multiple programs, DPA must make a Medicaid determination based on the information in the application. DPA must not delay the Medicaid determination if more information is needed for other programs.
