Several sections of the Heating Assistance Program Policy Manual have been revised in order to incorporate new policy, clarify existing policy, and align policies within our division's policy manuals.

OVERVIEW OF CHANGES

MS 3001-4C        HEAT OR RENT COST

• Added examples to assist caseworkers in identifying when a client is paying for heat indirectly through rent.

MS 3002-1A       TYPES OF HOUSEHOLDS

• Replaced obsolete housing category codes with current ECOSEnergy Community Online System codes.

MS 3003-1B       UNEARNED INCOME

• Added language to clarify how Native dividends are counted.

MS 3010            PERFORMANCE MEASURES

• Updated to include explanation of what the performance measures are and the importance of collecting all client data required by LIHEAPLow Income Home Energy Assistance Program funding source, Administration of Children and Families (ACF).

MS 3011            FRAUD

• Created subsections for client and vendor fraud.
