3010 PERFORMANCE mEASURES
Every year, HAP must collect and report data to the Administration for Children and Families (ACF), who in turn reports the information to Congress. Capturing this information nationally helps to shed light on just how crucial LIHEAP funding is to low-income households throughout the country.
Why Collect Performance Measures Data?
To demonstrate the impact of HAP on eligible households.
To support funding decisions (e.g., to help justify Program funding increases.)
To identify and guarantee states are targeting benefits to the neediest households.
To identify policies/benefits states may want to revisit/reconsider based upon the data collected.
Measures Include:
Benefit Targeting Index - Demonstrates whether Alaska is giving higher benefits to higher energy burden households.
Energy Burden Reduction Targeting Index - Shows how energy burden reduction for your high energy burden households compares to the energy burden reduction for the average recipient.
Service Restoration - How many clients had service restored by LIHEAP .
Service Loss Prevention - Shows the number of clients who would have lost service if not for the intervention with LIHEAP funds.
Information is reported as aggregate data to the Federal government. The following information is required for reporting:
The number of elders assisted.
The number of households assisted that include a disabled individual.
The number of households assisted that include children under the age of six.
The average yearly income of each household assisted.
The annual heating and electric expenses of each household assisted. This information is collected from our vendors annually. This is the reason it is important that we accurately record each household's electric and heating account number or information.
The benefit amount received by each household.
The number of households the program assisted who reported to be low on fuel.
The number of households the program prevented from heating fuel or electric service disconnection.
The number of households the HAP benefit restored service to with the delivery of heating fuel to an empty tank or electric/gas service re-connections.
The number of households assisted who use air conditioning and the type of air conditioning used (central vs. window/wall units.)
This data is obtained through information reported on the HAP application and through data exchanges with vendors. It is imperative that applicants answer all questions on their application and caseworkers record required information in ECOS to assist with accurate collection and reporting of program statistics.
