Grant funds can no longer be used to pay the oldest portion of an outstanding bill. HAPHeating Assistance Program payments must be used for fuel/service obtained after October 1, unless the payment is being used to prevent a disconnect of service or reconnect service to the household. If, at the end of the season, a credit balance remains with the vendor, that balance may be applied to bad debt.
