Temporary Assistance for Needy Families (TANF) and Temporary Assistance for Other Needy Families (TAONF) are the time-limited welfare reform programs for adults with children. These programs are designed to protect those who cannot work and to require those who are able to work to do so. Unlike the old welfare program, which fostered dependence and low self-esteem, the TANF and TAONF programs require work and promote self-reliance, responsibility, and family stability. Both TANF and TAONF offer a package of strong incentives and penalties, child care support for working parents, and restructured welfare benefits so that it “pays to work.” Households which include an adult who is not exempt, are allowed to receive TANF or TAONF cash benefits for a maximum of five years in their lifetime.

Wyoming
Department of Family Services
The Federal Temporary Assistance for Needy Families (TANF) program is known as the Personal Opportunities With Employment Responsibilities (POWER) program in Wyoming was implemented in February of 1997. POWER is a time limited “pay after performance” program which assures individuals with a dependent child(ren) or couples with a dependent child(ren) in common are working on a plan to become self-sufficient through employment, child support and other appropriate resources. As a condition of eligibility for cash assistance, individuals are referred to participate in the POWER work program. POWER is limited to 60 months in a lifetime to those who participate, so urgency, ownership, life long learning, and learn by doing are stressed as key principals to success. Time will count whether the months are consecutive or not and regardless of location of assistance.
