SUBJECT:    Temporary Assistance Manual Change #1

 

 

This manual change updates the information in the Temporary Assistance manual with the increases in the 185% and need standards that take effect January 1, 2000. It also clarifies ”date of entry” for qualified aliens, adds discrimination to the list of good cause reasons that excuse an individual from penalties, clarifies the policy on providing PASSParents Achieving Self-Sufficiency I child care assistance after a Temporary Assistance case is closed, and makes other technical corrections.  An outline of these changes is shown below.

 

All changes associated with the increase in the need standards are effective January 1, 2000. The other changes are effective with receipt of this manual change.

Section 713-3 Qualified Aliens

States the criteria for an eligible to be qualified to receive Temporary Assistance based on their date of entry into the U.S.
 

Clarifies that the alien’s original date of entry is used to determine qualified status.
 

Section 723-1 Amount of Penalty

Gives the amount of the reduction in a family’s need standard when an individual is penalized.
 

Increases the amount of the need standard reduction to $449.00 effective January 1, 2000.
 

Section 723-4

Lists the good cause reasons a participant may have for not complying with plan or work activity requirements or for voluntarily refusing or quitting suitable employment.
 

Adds discrimination to the list of good cause reasons.
 

Section 740-3

States that all supportive services, including child care, may be provided to an employed individual for 90 days following closure of the Temporary Assistance case.
 

Limits PASSParents Achieving Self-Sufficiency I child care to one month following case closure.
 

Section 770-1

States the 1999 countable income for an SSISupplemental Security Income child who is included in a Temporary Assistance case.
 

Updates the countable income of an SSISupplemental Security Income child effective January 1, 2000.
 

Sections 775-5 and 775-6

Gives the 1999 185% Income Eligibility and Need standards for Temporary Assistance.
 

Updates the 185% Income Eligibility and Need standards effective January 1, 2000 levels.
 

Sections 780-2 and 780-3

Provides information and examples for calculating Temporary Assistance payments for 1999.

Updates the information and examples to reflect the increased need standards effective January 1,  the 2000.
