754-8 APA-SSI-TEMPORARY ASSISTANCE HOUSEHOLDS
754-8 A. RESOURCES OF APA / SSI RECIPIENTS ARE DISREGARDED
All resources of any person who is actually receiving Adult Public Assistance (APA ), and/or Supplemental Security Income (SSI ) benefits are disregarded in determining ATAP eligibility for other family members.
Note:
For Temporary Assistance purposes, Interim Assistance payments are not considered an APA benefit.
754-8 B. TA HOUSEHOLDS WITH POTENTIAL APA / SSI ELIGIBILITY
If APA or SSI eligibility is expected or has been established but no payments are being received by a Temporary Assistance household member, eligibility regarding resources is determined using normal policies and procedures. The resources of the potential APA / SSI member will be determined as available to the TA household under normal policies.
754-8 C. TA HOUSEHOLDS WHICH LATER COME TO HAVE AN APA / SSI RECIPIENT
When the case worker gets notification that SSI or APA (not Interim Assistance) payments have begun for a Temporary Assistance household member, eligibility regarding resources must be immediately redetermined. Exclude all the APA / SSI recipient's resources from the assistance unit's resources. It may be necessary to contact the SSI District Office to discover what resources they consider available to the SSI applicant.
In most cases, the only resources that will be of concern in determining ATAP eligibility will be those that are available, not exempt, and jointly owned by the ATAP applicant or recipient and the APA / SSI recipient. In such cases, the equity value of the resource is prorated.
754-8 D. APA / SSI HOUSEHOLDS WITH POTENTIAL TEMPORARY ASSISTANCE ELIGIBILITY
If APA or SSI has already determined a household member to be eligible, the case worker must exclude from the ATAP determination all resources APA (not Interim Assistance) or SSI included in determining APA / SSI eligibility, but prorate all jointly held resources as detailed above.
