751-7          WHEN RESOURCE VALUES ARE MEASURED

751-7 A.      APPLICANTS

The total value of all resources held on the date of the interview is used to determine the resource eligibility for applicant households. If the family's total countable resources exceed the resource limit, the household is ineligible and the application is denied.

If the interview is held in the month following the month the application is filed, the total value of all resources held on the date of the interview is used to determine resource eligibility for both the month of application and the following month. If the family's total countable resources exceed the resource limit, the family is ineligible for both the month of application and the following month.

751-7 B.      RECIPIENTS

For recipients, the value of countable resources the assistance unit is anticipated to hold on the first day of the month for which eligibility is being determined is used to determine ongoing resource eligibility. Countable resources are considered held by the family until they are spent, sold, or otherwise disposed of, and the family no longer has interest or ownership in the resource.
