730-3 PERFORMANCE MEASURES AND PARTICIPATION TARGETS
To assess and evaluate how well we meet our goal of moving applicants and recipients into jobs so they can support their families, the Division has developed specific performance measures to determine our effectiveness. These measures, along with measurements of attainment of specific participation targets are how we measure our success.
The following outcome measures will measure the performance or our welfare-to-work program:
Number of participants employed;
Average length of time on assistance;
Number of clients ineligible due to the five-year limit;
Number of clients receiving child support payments;
Number of participants in non-employment work activities;
Number of clients returning to assistance within 18 months;
Number of clients ineligible for assistance due to employment;
Number of teen recipients finishing high school or a GED ; and
Quality of jobs measured by wage at placement and availability of health benefits.
730-3 B. PARTICIPATION TARGETS
Participation targets set goals for the number of Temporary Assistance recipients expected to attain a certain level of work activity participation each month. Participation targets are attained by assigning participants to countable Temporary Assistance work activities, and verifying that the participant attended them for a minimum length of time. Each region and office sets a target for the number of Temporary Assistance recipients expected to take part in work activities.
